Authorities said the results of a toxicology report may help to determined what killed a retired Pasadena police lieutenant whose decomposed body was found under a freeway overpass in Irwindale.
David Henry Richter, 55, had been reported missing since Dec. 21. His body was found on or near a Rivergrade Road in Irwindale March 20 by a Caltrans worker, said assistant coroner’s chief Ed Winter.
