Assemblymember Holden Announces Signing of Massage Therapy Reform Act

Governor Jerry Brown has signed into law the Massage Therapy Reform Act authored by Assemblymembers Chris Holden, Jimmy Gomez and Susan Bonilla. AB 1147 restores community control making it harder for massage parlors to operate as fronts for prostitution while raising standards for legitimate operators.

“Today marks a historic step in our fight against prostitution and human trafficking in massage businesses,” stated Assemblymember Holden. “These bad actors hijacked the massage industry and overwhelmed smaller cities who felt their hands were tied when dealing with the proliferation of these businesses. This bill will change the landscape of the massage business by helping legitimate therapists operate while eliminating the shady characters.”

AB 1147 restores much-needed regulation over this rapidly growing business sector by removing restrictions on cities and counties by providing local governments with options for revoking licenses for establishments that violate the law, raising the professional standards for massage therapists and adding more anti-human trafficking members to the Massage Board.

“Some folks think that massage parlor prostitution is a victimless crime, but it has increasingly become gang-controlled, human trafficking of the worst kind. Young girls are brought across borders and literally kept in slavery,” stated Assemblymember Holden. “This legislation will make it easier for municipalities to crack down on illegal activity and help law enforcement shut down the bad players.”
