Board of Trustees Vote to Create First Majority-Minority Area within the PACCD

The Pasadena Area Community College District (PACCD) Board of Trustees voted to create the first Asian majority represented area within the district at its first meeting of 2012.The redistricting gives the PACCD its first ever majority-minority Asian seat.  This provides greater voting opportunity to the growing Asian population within the district and complies with the Federal Voting Rights Act.

"Serving students and our local communities are top priorities for Pasadena City College,” said Geoffrey Baum, PACCD Board President. “Our new trustee districts ensure meaningful representation for area residents and individual communities of interest so all voices will be heard as we carefully manage precious taxpayer resources during these challenging economic times."

The board partnered with the Community College League of California (CCLC) and Redistricting Partners to enable the redistricting process in compliance with the 2002 Federal and California Voting Rights Act. Redistricting is the process of drawing Trustee area boundaries within the district. It is done every 10 years after the release of the United States Census.

PACCD Area 7, represented by Trustee Dr. Anthony Fellow, encompasses most of the City of Arcadia. The redistricting plan allows the area to have a 50 percent Asian majority in voting-age residents.

PACCD is one of the few districts in the state that already elects its seven trustees by contiguous voting areas to ensure that every community in the district is clearly represented, making the PACCD chiefly subject to the Federal Voting Rights Act rather than California’s Voting Rights Act.

The Federal and California Voting Rights Acts require districts to comply with the following rules in this order:

Several potential redistricting plans were created to provide the Board of Trustees with multiple options that can be reviewed based on federal, and state law, and board criteria. The public was given an opportunity to weigh in on the redistricting options. After careful review by the public and board, the final plan of trustee area lines will be filed with Los Angeles County Registrar Office and the Los Angeles County Office of Education.

The PACCD board consists of seven members and a student trustee. It is responsible for overseeing the performance of Pasadena City College, which serves more than 30,000 students each semester and provides vital educational services to the communities in the region.
