Busy City Council Meeting Monday with Four Ordinances Scheduled for Second, Final Readings

The Pasadena City Council is set to adopt four ordinances on second reading Monday, three of them calling for amendments to the official Zoning Map of the City, and the fourth amending the speed limit on at least two non-local streets in the City.

One of the ordinances will now set parameters on how the building of new homes specifically in the Lower Hastings Ranch area of Pasadena should be regulated, in response to concerns of the community regarding “mansionization” in that part of the City.

The proposed ordinance will amend Section 17.28.090, Chapter 17.28 of Title 17 of the Pasadena Municipal Code (Zoning) to revise the ND Neighborhood Overlay District.

Among the items in the code that will be changed is the method of calculating the maximum Floor Area Ratio for two-story houses and portions of lots with a 50-percent slope or greater, the addition of rear-yard stepbacks for second floors, revised requirements for second floor balconies and decks, new architectural design standards, and view protection and privacy standards.

The amendment will also require a new discretionary permit process – to be called the “Neighborhood Development Permit” – for new one- and two-story houses, second story additions, and any addition visible from a public right-of-way.

A copy of the proposed ordinance says the special regulations in the proposal are intended to promote orderly development and one that is compatible with the traditional scale and character of the Lower Hastings Ranch neighborhood.

The other Zoning Map-related proposals include revising the City’s public art requirements and design standards ordinance, re-designating three City-owned parcels on Wierfield Drive from Low Density Residential to Open Space, and establishing a 25-mile-per-hour speed limit on Bellefontaine Street between Arroyo Blvd. and Fair Oaks Avenue and Montana Street between Canada Avenue and Los Robles Street being “non-local” streets.

The last ordinance will also delete Paloma Street between Hill Avenue and Sierra Madre Villa Avenue as a non-local street.

As shown on the California Road Systems map, all “local” streets have a prima facie speed limit of 25 mph, and all other streets not classified as local have a 55-mph speed limit.

Also on Monday, a Public Hearing will be held during the City Council meeting about the proposal to designate the condominium complex at 305-339 South Orange Grove Blvd. as a Landmark. The proposal was first introduced in the November 17, 2016 meeting of the Historic Preservation Commission.

The City Council meeting starts with a closed session at 5:30 p.m. followed by a public meeting at 6:30 p.m. at the City Council Chambers at City Hall.
