City Council Back In Session Monday, Convenes First Meeting of 2017

It’s back to work for Pasadena’s City Council as it holds it first regular meeting for 2017 and deliberates on several major contracts for city services, enacts official appointments and hears several proposed ordinances up for first reading Monday, January 9.

First on the agenda is a recommendation from the Department of Public Works to approve a Final Tract Map for the consolidation of two land parcels and the creation of 24 residential air parcels for a subdivision located at 377 to 395 South Marengo Avenue, Pasadena.

The project consists of the demolition of the existing Evanston Inn rear carriage house and two single family dwellings, and the rehabilitation of the existing inn into 10 condominium units and 14 new construction units, with subterranean parking.

Next, the City Council will deliberate on two new city services contracts – one for preventive maintenance of city streets, and another for parking garage maintenance.

The Department of Public Works is recommending acceptance of the bid submitted by Hardy and Harper Inc. for this type of work, for a contract amount not to exceed $976,000. Hardy and Harper was the lowest bidder among six interested contractors. Public Works says the company has had contracts with the City since 2010 totalling about $4.3 million worth.

Public Works is also recommending that the bid submitted by Slater Waterproofing Inc. for parking garage maintenance be accepted. The company submitted a bid of $2.12 million, which includes the base contract amount of $1,929,478 and a contingency of $190,522 that would provide for any necessary change orders.

When accepted, Slater Waterproofing Inc. will maintain nine City-owned parking structures, which undergoes repair and maintenance at least every 10 years.

The City Council is expected to pass a resolution designating Hinderliter, De Llamas and Associates as the authorized City representative for the examination of sales and use tax records.

Also up for approval is a new Memorandum of Understanding between the City and the International Brotherhood of Electrical Workers, Local 18. The MOU is for the period starting July 1, 2016 through June 30, 2019.

IBEW Local 18 groups together all City employees in the classifications of Heat, Ventilation, and Air Conditioning Technician; Senior Heat, Ventilation, and Air Conditioning Technician; Automated Controls Technician; and Senior Automated Controls Technician.

Also on the agenda are nominations for the appointment of Norma Estela Fernandez to the Commission on the Status of Women, and Steven Olivas as a member of the Rose Bowl Aquatics Center board of directors, and the reappointment of Cynthia Kurtz to represent the City on the Board of Directors of the Metropolitan Water District of Southern California.

As far as proposed legislation is concerned, the City Council will conduct First Reading of an ordinance to “amend the official zoning map of the City,” with regards to three City-owned parcels on Wierfield Drive.

A First Reading will also be conducted on an ordinance that will revise the City’s public art requirements and design standards, in accordance with the Pasadena Municipal Code.

An ordinance to amend Section 17.28.090 of Title 17 of the Municipal Code will also be discussed on First Reading Monday.

Before adjournment, the City Council will receive a presentation explaining the role of City officials in the event of a widespread disaster that may strike the City at any time.

The City Council meeting starts with a closed session at 5:30 p.m., followed by a public meeting at 6:30 p.m.
