City Council Will Hear Details of Proposed Large East Pasadena Development

Pasadena’s City Council will be briefed Monday about a large private development project planned for East Pasadena which includes the construction of 550 market rate apartments, 12,100 square feet of commercial space, 520 above-grade parking spaces and 549 subterranean parking spaces on a 9.27 acre site.

The developer, Pasadena Gateway LLC, has submitted a Pre-Development Plan Review (PPR) application as required by the city’s zoning code.

The review process allows for early consultation between city agencies and applicants, so that applicants can be familiar with regulations and procedures for applying for projects, and thereby avoid significant investment in the design of a project without preliminary input from city staff.

The process also allows both the city and applicants to identify issues that may arise during the application process.

The whole project involves the redevelopment of the property located at 3202 East Foothill Blvd. on the south side of East Foothill Blvd. near the intersection of North Kinneloa Avenue.

Currently the site is occupied by Space Bank, which provides various sizes of self-storage lockers throughout the former campus of aeronautics engineering firm.

Based on the PPR, Pasadena Gateway LLC plans to distribute development throughout four building masses on the property, requiring demolition of all existing buildings on the project site. Primary access to on-site parking is proposed to be from East Foothill Boulevard, via a continuation of Santa Paula Street, which would bisect the site. Secondary vehicle access would be provided off of a second driveway on Foothill Boulevard and also off of North Kinneloa Avenue.

A series of on-site amenities would be dispersed throughout the site in the form of courtyards and park-like open space areas.

In 2006, the developer submitted a PPR proposing to demolish all existing structures and develop a new 439,000 square foot office building with parking and open space, but no formal application was submitted to develop the site.

At Monday’s City Council meeting, the City’s Planning and Community Development Department is expected to provide details of the development plan and have representatives from the developer explain the whole project plan.

Projects of this size are considered to be of “community-wide” significance and are presented to the City Council as a way of informing the Council and the public. The item is for the Council’s information only and no action is expected.
