City Department Ramps Up to Implement Pasadena’s Commercial Cannabis Program, Says New Dispensaries Can Apply Later This Year

The City’s Planning Department said last week it is taking the lead on setting up the application process for marijuana dispensaries in the City after voters approved ballot measures allowing them, and that the City should be ready to start the permitting process “towards the later part of this year.”

On June 5, Pasadena voters passed Measure CC, which repeals the existing ban on commercial marijuana sales, and Measure DD, which authorizes the city to tax commercial marijuana businesses.

The tax rates, as set by the Pasadena City Council after a number of hearings, will be up to $10 per canopy square foot for cultivation, six percent of gross receipts for retail cannabis businesses, and four percent for all other cannabis businesses. Revenue from these taxes will be used for general city purposes, according to the measure.

According to the latest issue of the City Manager’s newsletter, the Department of Planning and Community Development will now take the lead on developing the application procedure, the process for selecting those businesses that will be granted permits, and general administrative procedures for implementing the commercial cannabis program.

The newsletter said the City could open an initial 30-day application period towards the later part of the year. The department said it will also develop criteria for reviewing and evaluating applications, which will be made available to the public before the application period begins.

According to a FAQ list on the City’s website, up to six retailers, four cultivation sites, and four testing labs will be permitted to operate at any one time in Pasadena.

Anyone intending to open a commercial cannabis business must secure a permit before opening the business in Pasadena. The operator must also secure a commercial cannabis license issued by the state prior to opening the business.

Retailers will be permitted in the CO (commercial office), CL (limited commercial), CG (general commercial), CD (comprehensive development) and IG (general industrial) zoning districts.

Cultivation sites will be permitted in the CG and IG zoning districts. Testing labs will be permitted where other medical labs are allowed. Locations will also be subject to minimum separation requirements from other uses, such as K-12 schools and residential zones.
