City Manager Names New Director for Human Services and Recreation Department, New Internal Audit Manager

The City of Pasadena has a new Director for the Human Services and Recreation Department in the person of Horace Wormely, who has been serving the city for more than 34 years in other positions..

City Manager Michael J. Beck made the announcement Thursday in the City Manager’s Newsletter, where he also announced the hiring of a new Internal Audit Manager, Ruthe Holden, who comes from the Los Angeles County Metropolitan Transportation Authority. Holden was the MTA’s Chief Auditor for the last ten years.

Wormely will be responsible for the overall administration and operations of the Department.

“Horace has served our community in a variety of positions in the City over 34 years, including as deputy director for the past seven years and 12 years as director for the Jackie Robinson Center,” Beck said. “He earned a MPA degree from USC and a bachelor degree from Woodbury University.”

The Department of Human Services and Recreation provides a wide range of programs and services for the Pasadena community and visitors. It operates five community and recreation centers throughout Pasadena and offers hundreds of recreation, education, sports and leisure activities.

The Department also oversees hundreds of special community events.

“We are delighted that Mr. Wormely has agreed to continue his service to Pasadena in this new role,” Beck said.

On Holden’s hiring, Beck said the new Internal Audit Manager will manage the contract for the recently approved Fraud Risk Assessment, revise and implement the City’s Audit Work Plan and contract out various operational internal audits.

At the Metropolitan Transportation Authority, Holden was responsible for completing performance audits regulatory compliance audits, information technology audits, contract compliance audits and audit follow-ups.

Before she started working with MTA, Holden was senior auditor at the Federal Defense Contract Audit Agency.

Holden earned her accounting degree from the California State Polytechnic University-Pomona and her master’s in business administration degree from the Azusa Pacific University.
