Council Conducts First Reading of Ordinance That Will Raise the Minimum Wage in Pasadena

At tonight’s meeting, Pasadena’s City Council will conduct a first reading of the ordinance that will require businesses city-wide to pay employees an increased minimum wage starting this summer.

Once adopted, the ordinance will require employers in the City of Pasadena to pay a new minimum wage of $10.50 starting on July 1, 2016. This will be increased to $12 beginning on July 1, 2017 and to $13.50 on July 1, 2017.

The City Attorney says the ordinance will add a Chapter 5.02 to Title 5 of the Pasadena Municipal Code.

“This Ordinance is intended to ensure that employees who work in the City receive a minimum wage sufficient to ensure a decent and healthy life for themselves and their families,” the proposed ordinance says.

On February 1, the City Council directed the City Attorney to prepare the ordinance, after the City of Los Angeles passed an ordinance that will raise the minimum wage to $15 by 2020.

Other items in the agenda for Monday’s meeting include a recommendation to organize a Charter Study Task Force, a proposal put out when the City Council was deliberating on the Fiscal Year 2016 budget. The objective of the proposed study would be to determine what direction the city should take about pending election-related bills at the California legislature, which may impact Pasadena as a chartered city.

The council’s Legislative Policy Committee is now putting this before the full City Council Monday.

Pasadena Water and Power’s proposal to contract Frontier Ford, based in Santa Clara, for the supply of six half-ton trucks for the department’s maintenance crews will also be in the agenda.

PWP’s operating budget for fiscal year 2016 includes an appropriation to replace six 1-ton pickup trucks now with the PWP Water Operations and Services Section. A reevaluation by the staff determined half-ton trucks are the best choice for vehicles that can carry maintenance personnel and tools, materials, and essential equipment.

Frontier Ford’s bid, at $178,594, is the lowest responsive bid that met the requirements of the specifications out of three considered by the PWP.

Another issue up for discussion at the City Council meeting will be a proposed amendment to the Pasadena Municipal Code that will alcohol to be served at La Casita Arroyo, a city-owned rental facility at the Arroyo Seco National Park.

The City’s Human Services and Recreation Department has been allowing private event sponsors renting the facility to serve alcohol for over 10 years, but the whole approval process takes a circuitous route because La Casita is not included in a list of city parks and facilities that are exempted from the alcohol prohibition. The Department said permitting alcohol at the Casita is “essential to keep this unique, important and historic community asset competitive in the local special event rental market.”

The public portion of the Council meeting starts at 6:30 p.m. in the Council Chambers of City Hall at 200 North Garfield Avenue.
