Home Depot has applied for a permit to build at the former Avon Distribution site on East Foothill Boulevard and Councilmember Gene Masuda has summoned a June 18 community meeting to discuss details about the development.

An earlier community meeting in December, 2016 about the possibility of commercial development including a Home Depot store at the 2940 East Foothill Boulevard site drew a hostile response from the nearly 200 residents who attended.

Pasadena Planning and Community Development Department Director David Reyes confirmed that an application was submitted by Home Depot on April 8.

The Home Depot development team now awaits feedback from different City departments including Building and Safety, Planning, Transportation, Fire, Public Works, and Water and Power.

Reyes said City staff analyses should all be ready “by week’s end.”

The next step would be the applicant’s resubmission of plans that address the comments regarding compliance with city codes and regulations.

The building permit could be issued within three months depending on whether the applicant timely resubmits plans with the corrections identified by staff, according to Reyes.

The site is just short of 14 acres in size. It was opened in 1947 and closed in 2013. Reyes has called it one of the biggest development sites in the city.

Because of its size and location, the site would earn a 1.25 Floor Area Ratio rate, which means that with its size of 590,000 square feet, a total of 750,000 square feet of development would be allowed, in any number of commercial, retail, or residential configurations.

Home Depot would be but one piece in any planned development.

In response to the news, Councilmember Masuda scheduled a Community Meeting on Tuesday, June 18, 2019 from 6:30 p.m. to 8:00 p.m. at the Pasadena City College Community Education Center located at 3035 East Foothill Blvd.
