Man Arrested for Manslaughter, DUI in Sunday Morning’s Fatal Hit and Run

Pasadena police arrested a Baldwin Park man they suspect was the driver who ran over and killed a man crossing Colorado Boulevard early Sunday, then drove away.

The arrested man has been identified as Higinio Arceo, 41. He was booked on suspicion of vehicular manslaughter, DUI, driving without a license, and hit and run charges. He was held in the Pasadena jail.

The victim, identified Monday as Anthony Miller, 31, from Minnesota, was struck by a large grey truck and killed as he crossed Colorado Boulevard mid-block between El Molino and Madison Avenues about 3:15 a.m. Sunday morning.

A witness told police Miller was thrown onto the truck’s hood before he rolled off and hit the pavement, where arriving officers found his body.

The full-size grey pickup sped off, the witness reported.

Pasadena police Lt. Pete Hettema said that by chance, officers had spoken with the victim earlier in the evening after the man had wandered into a construction site and workers called police.

Hettema said the man indicated to officers he was new to the Pasadena area, having recently arrived from Minnesota.

The man did not appear to be under the influence of alcohol or drugs during the earlier incident, Hettema said.

The man was pronounced dead at the scene.

Officers could not immediately find the grey truck described by the witness, but soon found a grey Silverado truck with significant front end damage located in the parking area below the Paseo Colorado.

The called the truck’s owner, who agreed to come to the truck where he was field interviewed and arrested, Hettema said.
