New Water Conservation Regulations Under Review, Level 2 Shortage Restrictions Unlikely to Change

Pasadena’s Water and Power Department wants to change the City’s water-saving ordinance to conform to state requirements that are intended to enhance ongoing water conservation efforts, and establish permanent water-saving measures that will persist even when the current water supply emergency ends in the future.

For now, the proposed changes will not change the current Level 2 Water Supply Shortage Plan, which requires people who live in Pasadena to limit their landscape irrigation to one day a week, and two days a week from April to October.

However, depending on how water supply conditions evolve this winter, Pasadena Water and Power may have to go back to the City Council and change the water shortage supply plan.

PWP has submitted a list of recommended changes to the Pasadena Water Waste Prohibitions and Water Supply Shortage Plans Ordinance, or Title 13, Chapter 13.10 of the Pasadena Municipal Code, to be discussed at today’s meeting of the Municipal Services Committee for approval, before possible presentation to the City Council next week.

According to an Agenda Report PWP has prepared for the City Council, the changes will include permanently restricting landscape irrigation in all parts of the City to three days per week; requiring all master-metered multifamily dwellings to certify installation of water efficient shower heads and aerators; and prohibiting the use of potable water in irrigating landscapes outside of newly constructed homes and buildings.

PWP has listed other revisions that will apply to the various sections of the water-saving ordinance, including a clarification that waste water prohibitions apply to any source of groundwater in the City; consolidating the exemptions from irrigation limitations under various levels of water shortage plans into a single, consistent section; and exempting trees from watering restrictions.

The amendments will also clarify that once the City Council has gone through the process of declaring a water supply shortage exists, it can take action by motion, and won’t have call a separate public hearing. This amendment is intended to make the process speedier and with the least administrative burden, according to PWP.

Pasadena continues to observe a Level 2 Water Shortage Plan which the City Council adopted on June 1, 2015. The plan limits outdoor watering to one day per week, on Saturdays, between November 1, 2016 and March 31, 2017. From April through October, Level 2 limits outdoor irrigation to two days per week, on Tuesdays and Saturdays.

The plan also prohibits watering between the hours of 9 a.m. and 6 p.m., requires water leaks to be fixed within 48 hours, prohibits watering within 24 hours of rain, and prohibits the filling of ornamental lakes and ponds.
In recommending the amendments to the water-saving ordinance, PWP said it will observe how water supply conditions evolve in the coming months, and may return to the City Council to recommend eliminating the Water Supply Shortage declaration or change the Water Supply Shortage Level before April 1, 2017.
