The Local Agency Formation Commission for the County of Los Angeles (LAFCO), which is based in Pasadena, has opened the application process for anyone interested in filling up the vacant Alternate Public Member position in the Commission.

LAFCO oversees changes to local government boundaries involving the formation and expansion of cities and special districts.

The agency has county-wide jurisdiction. It is mandated to discourage urban sprawl and to encourage orderly and efficient provision of services, such as water, sewer, and fire protection.

The Alternate Public Member will serve and vote in place of the Public Member when the Public Member is absent or is disqualified from participating in a LAFCO meeting.

A Notice of Vacancy published by LAFCO said the term of office of the new Alternate Public Member who will be selected and appointed will be up to May 4, 2020.

The Commission is composed of nine members, including two members of the Los Angeles County Board of Supervisors, one member of the Los Angeles City Council, two members of city councils who represent the other 87 cities in the County, including Pasadena; two members who represent independent special districts, one member who represents the San Fernando Valley, and one member who represents the general public.

There are also six alternate members on LAFCO, one for each of the six categories including the Alternate Public Member, according to the vacancy announcement.

Officers, employees, and appointed of Los Angeles County or any city or district with territory in the County are prohibited from serving as Alternate Public Member, although applicants who indicate an intent to resign or retire from any prohibited position may be considered for appointment.

The Alternate Public Member will be selected by the other eight voting members of the Commission, according to the LA LAFCO website.

Interested applicants can download an application form on LAFCO’s website, www.lafco.org, and submit the filled form on or before the deadline on May 6, at 5 p.m. Applications can be submitted in person, to LAFCO offices at 80 South Lake Avenue, Suite 870, in Pasadena, or by email to Alisha O’Brien, aobrien@lalafco.org.

The office is open Monday to Thursday, 8 a.m. to 5 p.m., and is closed on Fridays and holidays.
