Pasadena School Board Gets Itself Organized for the Year

The Pasadena Unified School District Board of Education will meet on Monday, May 13, to install and swear in officers for their new legislative year, as well as to formalize changes to the Board’s bylaws, particularly as they pertain to the election and the term of office of members of the body.

As there have been no recent elections, the organizational meeting will fill the top seats (or refill, as the case may be) with current Board Members.

The meeting’s agenda indicates that current position holders President Lawrence Torres, Vice President Patrick Cahalan, Board Clerk Scott Phelps, and Board Secretary PUSD Superintendent Brian McDonald are all on tap to be re-sworn into their current positions.

Too, the Board will likely approve a resolution that will document a significant change to the date of the election for Board members, which used to be on the first Tuesday in April of odd-numbered years. To coincide with statewide general elections, the election will be moved to the first Tuesday after the first Monday in November in each even-numbered year, a draft of the amended bylaws showed.

The draft also showed members of the Board will have four-year terms, except those who were elected in 2015, whose terms will expire in December 2020, and those elected in 2017, whose terms will expire in December 2022, so that the transition to new election dates starting in 2020 could be put into effect.

The terms of office of all Board members begin on the fifth Monday following their election, according to the draft.

Because of the amended election dates, the annual address of the Board president, which used to be in September of each year, will be done “no later than May,” the draft also showed.

The Board will also decide on the schedule of upcoming monthly meetings for 2019 and 2020. On July 1, the Board meetings will start at a new time – 4 p.m., instead of the usual 6:30 p.m. start, the agenda showed.

Among other important items in Monday’s agenda, the Board is expected to approve the Board Governance Calendar for 2019-2020, as well as the proposed charters for the Board’s Finance Committee, the Student Safety and School Climate Change Committee, the Policy Committee, and the Facilities Committee.

The Board will also specify school assignments for each of the members, who are assigned schools within their represented districts to regularly monitor.

Meetings of the PUSD Board of Education are held at the Elbie J. Hickambottom Board Room at Pasadena Unified headquarters,located at 351 South Hudson Avenue in Pasadena.
