Pasadena Unified School Board Approves 2013-2014 Budget

The Pasadena Unified School District (PUSD) Board of Education passed a $174.5 million budget for the 2013-2014 year Tuesday. The budget excludes $5.2 million in funds expected from the Local Control Funding Formula (LCFF) in the new fiscal year. LCFF reforms how public schools in California are funded by directing additional money toward districts with higher concentrations of students who are English learners, low income or in foster care and will likely be signed into law by Governor Brown before July 1.

“While I am glad that the state reformed the way that public schools are funded, we’re not out of the woods yet,” said Board of Education President Renatta Cooper. “We have to examine the reasons behind the district’s structural deficit and determine how to best move forward.”

State funding for PUSD is below 2006 funding levels due to a prolonged period of reductions in state funding for public schools. The reductions in state funding due to the declining economy over the last several years exacerbated PUSD’s existing structural deficits caused by the expiration of one-time funds, rising employee benefits costs and declining enrollment. The passage of Proposition 30 in November averted another major reduction in state funding.

“This budget targets our resources to raise achievement for all Pasadena Unified students,” said PUSD Superintendent Jon R. Gundry. “However, it is imperative to work with our community and labor partners to control the rising costs that are affecting school districts across the state.”

The board also approved almost $2 million in funding to direct toward areas of priority when LCFF and other new state funds are finalized. Items previously targeted for reduction restored by the board include psychologist, librarian and counselor positions. New funding will be directed toward science, technology, engineering, arts and math (STEAM) programs in elementary and middle schools and the funding of resource teachers for the district’s Mandarin and Spanish dual language immersion programs.

81.4 percent of the 2013-2014 budget plan is directed toward salary-related expenses including 21.4 percent in benefit related costs. 15.3 percent of the budget goes to district operating costs and services and 3.1 percent for books and supplies.
