Planning Commission Public Hearing Wednesday Will Highlight ‘Mansionization’ Concerns

The City of Pasadena’s Planning Commission will hold a public hearing about proposed amendments to the Zoning Code that will allow airing of concerns raised by various community organizations and individuals about new construction, additions and alterations to single-family dwellings in the City’s Hillside Overlay areas, including the Upper Hastings Ranch neighborhood and the San Rafael area.

According to a notice from the Planning Commission, the public hearing will take up much of the Commission’s regular meeting on Wednesday, April 26, starting at 6:30 p.m., at the Council Chamber Room S249 at the Pasadena City Hall.

In a Staff Report to the Commission, David Reyes, Director of the City’s Planning and Community Development Department, said the public hearing is part of an effort to revise Zoning Code development standards in response to concerns about the potential for “mansionization” in the City.

Reyes said his department, on instructions from the City Council, has conducted several community meetings since 2015 and solicited community input about the issues concerning development in the Hillside Overlay neighborhoods.

In January and February, the department held two workshop-style meetings which allowed for wider interaction between the community and the Commission.

“Taking into consideration questions and comments from the community and the Commisison, staff has prepared a series of recommended amendments to the Hillside Overlay District regulations in the Zoning Code,” Reyes said.

The recommended amendments will be fully explained during Wednesday’s public hearing.

The Planning Commission said any interested party or their representative may appear at the meeting and comment on the project. Written comments may be sent in advance to Martin Potter, Associate Planner, through mpotter@cityofpasadena.net or addressed to the Department of Planning and Community Development.
