Public Safety Committee Will Recommend to Split Police Oversight Report Budget in Half, Spend $25,000 on Community Forums and Additional Experts

The City Council’s Public Safety Committee decided on Monday to recommend splitting in half  a $50,000 allocation for a report on police oversight models so that $25,000 can be spent on community forums and on obtaining insights from overight experts in other cities where such a system has already been implemented.

The Council’s allocation was authorized as part of the Fiscal Yeat 2015-16 budget process in June. Its main proponent was Councilmember John Kennedy, who has advocated for such a study since he was appointed to the Public Safety Committee.

Kennedy now chairs the Committee.

Assistant City Manager Steve Mermell said the purpose of the report is to describe police oversight models currently being used in other California charter cities of similar size.

A variety of models exist in the United States, each which different limits of authority. Some involve local residents appointed to a civilian board, others, like Los Angeles’ model, rely on a paid “inspector general.”

Local civil rights attorney Dale Gronemeier said that holding public meetings as a part of the oversight study process will “help dispel a lot of the misconceptions about police oversight.”

Thorny issues remain ahead for the Committee as it studies police oversight options for Pasadena, among them the role of granting subpoena power to any oversight authority, how the police officers’ bill of rights might impact oversight, and the reporting structure for the oversight authority.

All four Committee members voted in favor of the city hosting community forums to discuss the consultant’s report after it is completed.
