Rose Bowl Seeks Council Authorization for Additional Event Over “Displacement” Limit

Pasadena’s Rose Bowl is seeking the City Council’s approval to host a potential international soccer match early in October that would be in excess of the allowed number of Displacement Events in the Stadium within a year.

This game — which depends on the results of the outcome of other matches before it becomes a reality — would be in addition to the July 21 match between the Los Angeles Galaxy and FC Barcelona in the International Champions Cup U.S. edition.

In an Agenda Report for the City Council’s consideration on Monday, Darryl Dunn, General Manager of the Rose Bowl Operating Company, said Soccer United Marketing, which promotes Major League Soccer in the U.S., wants to schedule the potential match on October 9 at the stadium.

The game which will be contingent on the results of another game in July at another venue.

Dunn is recommending that the City Council authorize the match as an additional displacement event, the 14 such event for the year at the Rose Bowl.

Under the city’s Arroyo Public Lands ordinance, no more than 12 displacement events can be held at the Rose Bowl, and anything in excess should be supported by findings that the additional events would bring more benefits than disadvantages for Pasadena and the Arroyo Seco area.

In the Agenda Report, Dunn cited several findings that he said would satisfy the requirements of the municipal ordinance, among them the fact that the Rose Bowl has had a long history of international soccer matches and the game would be one more important match in US soccer history.

He also reported that Pasadena will make more than $400,000 from the match, aside from the income to be made from additional economic activity associated with the match that will benefit local businesses and therefore city tax revenue.

The Operating Company assured the event, if it happens, would result in minimal conflict with currently scheduled activities in the Arroyo, suggesting that early planning and coordination with the proper city departments will address any potential problem with traffic and any safety or security concerns.

Soccer United Marketing has also offered a $50,000 traffic mitigation fund since the match is scheduled on a weekday.

If the match happens, the Rose Bowl estimates a maximum attendance of up to 85,000 people at the stadium.

The City Council is expected to approve the recommendations at Monday’s session, and if it does, the City Clerk will file a Notice of Exemption to the Arroyo Seco ordinance limitations within five days.
