Suspect Shot by Police Last Friday Was Out on Bail for Earlier Pasadena Gun Incident

A fleeing suspect who allegedly shot at Pasadena police and was critically wounded when officers returned fire was out on bail after he was arrested running from police with a gun 10 weeks ago during a similar traffic stop, online records show.

Francisco Javier Flores, 21, remains in serious condition today after he was shot in the upper torso last Friday in the 800 block of North Los Robles Avenue.

At the time of last week’s incident Flores was out on $50,000 bail from his January 29, 2016 arrest near Villa-Parke Community Center for felony possession of a handgun and possession of methamphetamines, according to online records and police interviews.

During the earlier incident — just as in last Friday’s encounter — police said Flores jumped from a car they were pursuing and ran, holding a gun in his hand.

In that January 29 incident, police said gang unit officers chased Flores by foot into the neighborhood near the corner of Garfield Avenue and Parke Street at about 9:25 p.m. As he ran, police said Flores hurled the gun he was “plainly holding” onto the roof a nearby house.

Pursuing officers caught up with the suspect and arrested him without further incident. When he was searched, police said they found Flores was carrying illegal drugs.

“With the help of our helicopter, we were able to locate the gun and go up and recover it [the gun],” a police spokesperson said at the time.

Flores was arrested and booked into the Pasadena City Jail at 10:38 p.m. on Friday, January 29. Bail for his release was set at $50,000.

At 3:06 p.m. the following day, Flores had made bail and was released, online records show.

The records do not show any court dates in connection with that arrest. Authorities were not immediately able Monday to explain the status of any court proceedings against Flores in connection with the January 29 arrest.

Last Friday, April 8, at about 9:15 a.m., Pasadena gang unit officers attempted a traffic stop on a car in which Flores was an occupant in Northwest Pasadena. The car’s driver refused to pull over, police said, and officers gave chase.

Authorities said that as the car was being pursued by police, Flores jumped out through the front passenger door and officers chased him by foot as he fled.

Flores was carrying a handgun, authorities said, and he opened fire on the pursuing officers. The officers returned fire, striking him in the upper torso area.

Flores was critically injured, but by Monday, after several surgeries, improved to serious condition.

The officers were not injured, authorities said.

Immediately after the incident, Pasadena Police Chief Phillip L. Sanchez said investigators from the Los Angeles Sheriff’s Department were called in and started investigating as is required in any Pasadena police officer-involved shooting.

“Per our protocol with the Los Angeles Sheriff’s Department, they are the lead investigator with the criminal side of the incident,” Sanchez said. “The Pasadena Police Department Internal Affairs Division was out at the scene, they got a preliminary assessment of what occurred as well. They will be conducting an independent review separate from the criminal review along with the Los Angeles County District Attorney’s Office who was also out conducting an interview as well.”

The investigation of the shooting is expected to take some time.

Lead investigator Los Angeles Sheriff’s Dept. Lt. Steve Jauch said Tuesday that Flores has not yet been booked due to his hospitalization.

Charges of attempted murder on a police officer will be presented to the Los Angeles County District Attorney’s office for consideration today, Jauch said.
