City Council OKs Pasadena Avenue Historic District Recommendation

The City Council authorized Mayor Victor Gordo to forward a recommendation to the State Historical Resources Commission in support of the listing of the Pasadena Avenue Historic District in the National Register of Historic Places.

The Pasadena Avenue Historic District is under consideration by the State Historical Resources Commission (SHRC) for listing in the National Register of Historic Places (NRHP) in response to a registration form submitted on behalf of Pasadena Heritage.

“Listing on the National Register will help preserve the aesthetics of a district that has been virtually unchanged since the 1950s,” Pasadena Heritage wrote in correspondence to the City Council.

The State Historic Preservation Office (SHPO) routinely notifies local officials and property owners about nominations to the National Register in order to allow time for public comment before the SHRC holds a public hearing on the nomination.

A report from the Planning and Community Development Department to the City Council describes the Pasadena Avenue Historic District, located in City Council District 6, as a “leafy residential district of single-family homes” that sits at the south-central or southwest edge of Pasadena and includes 11 resources in South Pasadena.

The area is characterized by a high concentration of intact buildings from the late 19th and early 20th centuries. These structures represent a broad, eclectic range of architectural styles that “clearly demonstrate the evolution of residential architecture in Southern California throughout the 1885 to 1938 period of significance,” the report said.

The architectural styles are influenced by the Arts and Crafts Movement centered in Pasadena at the turn of the last century, the report continued.

A draft of the National Register of Historic Places Registration Form that will be submitted to the SHPO describes district as being organized around the north-south axis of Pasadena Avenue and includes multiple feeder streets to the east and west, comprising parts of Wigmore Drive, Hurlbut Street, Arlington Drive, West Glenarm Street, West State Street, and Columbia Street.

The draft registration form lists 141 contributing properties – meaning those that are essential in the determination of the district’s eligibility to be listed in the National Register – and 52 properties that are non-contributing.

The form also contains detailed descriptions and photographs of most of the contributing properties within the district.

The Planning Department has listed a number of comments that it said have been the result of a detailed review. The City Council will finalize these comments before they are transmitted to the SHRC for consideration during the review of the nomination.

These comments are supposed to be submitted to the SHRC no later than 15 days before the state commission meets to deliberate on the nomination.

According to the Planning Department, the SHRC has scheduled a virtual meeting for April 30.
