The City Council is set to review a proposal as part of Monday consent calendar that would authorize the City Manager to apply for a $5,278,320 grant from the U.S. Department of Housing and Urban Development (HUD) for homeless services.
The grant, part of the 2023 Continuum of Care consolidated application, would fund 17 projects.
If approved, the City Manager would also be authorized to enter into contracts with administering agencies for four new projects starting in 2024, with funding amounts equal to what is awarded by HUD. The proposal also includes provisions for the City Manager to execute contract amendments for five consecutive years with additional annual funding from HUD.
This item is part of the Monday meeting’s agenda consent calendar, a tool used by government bodies to expedite meeting procedures by grouping routine, non-controversial items for a single vote.
Other items under consideration on Monday’s consent calendar by the Council are:
- Authorization to enter into a purchase order with Winner Chevrolet Inc., for the purchase of one 2024 Chevrolet Silverado Electric vehicle for a total of $87,434 for the City’s fire department. The vehicle must have the ability to carry field supplies to sustain command support at large incidents, as well as the provision of specialty equipment at the scene of emergencies.
- Authorize the City Manager to enter into a contract with Magellan Advisors, LLC for a two-year period in an amount not-to-exceed $231,369, which includes a 10 percent contingency. On March 27 the City was awarded the California Public Utilities Commission’s (CPUC) Local Agency Technical Assistance (LATA) grant for $325,000 to fund the City of Pasadena Strategic Broadband Plan. Following the award, on May 22, 2023, the City Council authorized the City Manager to execute agreements with the CPUC to accept the LATA grant to fund and develop a Strategic Broadband Plan that includes a market analysis, feasibility study, and needs assessment. The goal of the plan is to increase broadband access to underserved and unserved areas in the· city and ensure that everyone has access to affordable, reliable, and highspeed broadband. The major deliverables within the plan will include conducting a needs assessment and gap analysis to identify key issues and barriers related to broadband access, conducting a comprehensive asset inventory of current broadband assets, preparing a market assessment of current service offerings available to both businesses and residents, engaging with existing broadband providers and new entrants about their investment plans for the future, recommending policies and actions to promote broadband deployment, and developing any technical and financial models to support these recommendations. The Strategic Broadband Plan is an important step in ensuring that everyone in the city has access to affordable, reliable, and high-speed broadband.
- A contract with EHS International Inc., for a total amount not-to-exceed $77,000 over a one-year term with the option to extend the contract by two optional one-year extension periods. The value of each optional one-year extension period is not-to-exceed $77,000. The City’s safety division provides comprehensive occupational safety services to City departments. Safety training services are provided through a combination of internal staff and safety training consultants.
- Accept the bid dated August 22, submitted by V & V Manufacturing Inc., in response to the specifications for Police Badges for the Police Department, in an amount not-to-exceed $127,578 for a period of two years, and authorize the City Manager to extend the agreement for up to two additional one-year periods in the annual amount of $63,789 for a total over four years of $255,156. The Pasadena Police Department is responsible for ordering and managing police badges.
- Rejection of bids for vans purchase for Foothill Workforce Development Board. Reject all bids received on April 12, 2023, in response to the Notice Inviting Bids for Vans Purchase for Foothill Workforce Development Board. The lowest bid did not meet the bid specifications.
- A license agreement with Southern California Edison for a five-year term for a total not-to-exceed amount of $83,664 for the land located at 3100 E. Orange Grove Blvd; incorporate the terms and conditions generally described below; and execute any other related agreements necessary to effectuate the transaction, including non-substantial revisions. The City owns and operates Vina Vieja Park located at 3026 E. Orange Grove Blvd. Directly adjacent to the east is a property owned by Southern California Edison Co. located at 3100 E. Orange Grove Boulevard (part of APN 5752-007-800). The City is currently licensing part of the Southern California Edison Co. property and uses it primarily as a parking lot for the Vina Vieja Park. The original license agreement expired on August 30, was mutually extended by one month, and now expires on September 30.
- A purchase order to Technology International Inc., for the procurement of a new prefabricated steel hangar at the Police Department Heliport Facility
for an amount not-to-exceed $131,870, which includes the base contract amount of $109,890 and a contingency of $21,980 to provide for any necessary change orders; and a purchase order to R&S Overhead Doors of Commerce Inc., for the procurement of two hydraulic doors for the new hangar at the Police Department Heliport Facility for an amount not-to-exceed $95,100, which includes the base contract amount of $79,250 and a contingency of $15,850 to provide for any necessary change orders. Established in 1969, the Pasadena Police Department is one of the oldest airborne law enforcement programs in the country. Currently, there are two hangars at the site. Although the door and structure would usually be purchased later in the process, the parts are being purchased now due to the extended time needed to manufacture the parts.
- A contract with Pasadena Hospital Association, Ltd dba Huntington Health for a Nurse Educator and Continuous Quality Improvement (CQI) Program Coordinator in an amount not-to-exceed $984,192 for five years. As part of the rules and regulations for providing and delivering advanced life support paramedic services. The Los Angeles County Health Department of Health Services agency requires agencies to have a comprehensive Emergency Medical Services Quality Improvement Program managed by a nurse educator and quality improvement coordinator.
- Authorize the City Manager to increase purchase order contract with 72 Hour LLC (72 Hour) by $7,610 to amend the model year purchase of one Ford F-750, thereby increasing the purchase order not-to-exceed total amount from $865,138 to $872,748 and the issuance of a purchase order contract to 72 Hour for the purchase of eight 2024 electric vehicle (EV) trucks in an amount not-to-exceed $778,172. The Department of Public Works, Building Systems and Fleet Management Division (BSFMD) is tasked with providing vehicle replacement for various City departments participating in the Fleet Replacement Program. As part of this effort, BSFMD utilizes a government agency purchasing cooperative service, Sourcewell. The contract with 72 Hour through Sourcewell offers pricing discounts for approximately fifteen automobiles.
