City Council to Consider Leasing Parking Spaces to Local Auto Dealer

As part of Monday’s consent calendar, the City Council will consider an amendment allowing Rusnak/Pasadena to lease 171 parking spaces from the City in the Del Mar Station Garage to store excess retail vehicle inventory.

The city would receive a $122,094 payment for the initial one-year term.

The Del Mar Station garage consistently operates at less than maximum capacity and the expected revenue from leasing these spaces helps to balance the cost of the garage’s operation. The expected revenue of $122,094.00 is calculated on 171 spaces being leased at $70 per space with a 15% discount.

Since 1998 the City has provided the means for the Rusnak/Pasadena Automotive Group to store excess retail vehicle inventory at an offsite location.

The Rusnak property does not have sufficient storage for these vehicles, according to the report.

In 1998 the city leased parking spaces from the Parson’s Corporation Parking Structure to sublet to Rusnak/Pasadena. In 2013 this agreement ended when Parson’s redeveloped their campus resulting in the loss of parking spaces.

To offset the loss of spaces at Parson’s, in 2013 the city entered into an agreement with Rusnak/Pasadena to lease 171 parking spaces in the Del Mar Station Garage. The city designated two isolated sections of the garage for vehicle storage. The sections are gated, secured, and located such that regular vehicle flow is not impacted.

  • Approval of the federal legislative platform and the atate legislative platform for calendar year 2022. At the January 25 meeting of the Legislative Policy Committee, the Committee approved the staff recommendations, and voted to support federal and state legislation that benefits early childhood education programs. Every year, the City Council through the Legislative Policy Committee is asked to adopt legislative platforms for both the state and federal governments. The platforms convey to legislators, policymakers, and the public where the City stands on important policy issues and legislative discussions. Staff prepares the platform revisions in coordination with City departments and its state and federal lobbyists.

  •  A resolution allowing for electronic service of government tort claims and notices. Government tort claims against public entities must be presented in accordance with specific procedures set forth in the Government Code. Effective January 1, 2021, SB 1473 amended California’s Government Code Section to allow public agencies to accept electronic service of government claims and to send electronic notices in response to those claims to the claimant, if the public entity expressly authorizes such service by resolution or ordinance.

  •  Adopt A Resolution of the City Council of the City of Pasadena Authorizing Remote Teleconference Meetings of the City Council, all City subordinate bodies, and all City non-profit corporation Boards and their subordinate bodies, for the period February 7 to March 9. Since March of 2020 and because of the COVID-19 pandemic, the City Council of the City of Pasadena, all of its subordinate bodies, and all of its non-profit corporation boards and their subcommittees , have been meeting remotely pursuant to the an executive order which suspended certain teleconference requirements of the Brown Act. In recognition that the pandemic is ongoing, on September 16, the Governor signed AB 361, which amends the Brown Act. On October 4, pursuant to Government Code Section 54953, the City Council adopted “A Resolution of the City Council of the City of Pasadena Authorizing Remote Teleconference Meetings of the City Council, all City subordinate bodies, and all City non-profit corporation Boards and their subordinate bodies, for the period October 4- November 3. If the City Council wishes to continue meeting remotely, it must find that it has reconsidered the circumstances of the state of emergency, and either: (i) the state of emergency continues to directly impact the ability of the members to meet safely in person, or (ii) state or local officials continue to impose or recommend measures to promote social distancing.
