City Council to Hold Two Meetings on Monday

The City Council will conduct two meetings on Monday.

First the City Council will convene publicly at 5:30 p.m. to discuss several items, including a public hearing on May 22 for the adoption of the Fiscal Year 2024 schedule of taxes, fees and charges.

Every year, as part of the annual budget process, the City Council reviews and adopts the schedule of taxes, fees, and charges, which include items such as Residential Impact Fees, Utility User Taxes, Construction Tax, Business License Taxes, and Animal License Fees.

According to the Department of Finance, the fee adjustments for 2024 will reflect changes in the Consumer Price Index (CPI) of all urban consumers in the Los Angeles, Long Beach and Anaheim Counties.

The CPI for all urban consumers in those counties increased by 5.0989% between March 1, 2022, and March 1 of this year.

After that meeting adjourns, a special meeting will be held with the City Council’s Public Safety Committee. The Council will hear a special presentation on an independent probe of the officer-involved shooting of Pasadena resident Anthony McClain in 2020.

McClain was fatally shot after he fled from police during a traffic stop.

Police say McClain was armed and his possession of a firearm prompted the shooting, but many local residents say they do not see a gun in the video footage of the fatal incident.

According to police, McClain’s DNA was later found on an unserialized ghost gun recovered at the scene.

Last month, the probe by the Office of Independent Review (OIR) into the shooting was released. It is the final investigatory report into the shooting.

The OIR suggests 27 procedural and policy recommendations for the Pasadena Police Department as result of its review, including several that have already been adopted by the department. 

The report is the OIR Group’s third critical police incident review for the City of Pasadena ovedr the past 14 years. The OIR was previously retained to review the shooting of Leroy Barnes, Jr., in February of 2009 and the March 2012 shooting of Kendrec McDade.
