City Hearing Officer Meeting Wednesday Addresses Development, Conditional Use Permits, Parcel Map Reconfiguration

The regular meeting of the Pasadena City Hearing Officer is scheduled to take place tonight, Wednesday, June 7at 6:00 p.m. The meeting will be presided over by Hearing Officer Paul Novak at the Permit Center Hearing Room, located at 175 North Garfield Avenue in Pasadena.

It will not be televised or live-streamed.

The agenda for the meeting includes several items to be addressed during the public hearing session, specifically focusing on regular cases. Here are the key details of the cases to be discussed:

Hillside Development Permit #7072: 1839 N ARROYO BLVD. – COUNCIL DISTRICT #1 A Hillside Development Permit is being considered for the construction of a pool, spa, pool equipment, hardscape, decking with handrail, and garden wall within 20 feet of the top edge of the Arroyo Seco slope bank. The staff recommends approving the Hillside Development Permit with conditions.

Conditional Use Permit #7029: 475 S. LAKE AVENUE – COUNCIL DISTRICT #7 A Conditional Use Permit is sought to allow off-site sales of a full line of alcoholic beverages (beer, wine, and distilled spirits) and on-site instructional tastings in conjunction with the new 15,729 square-foot grocery store Erewhon Natural Foods Market. The staff recommends approving the Conditional Use Permit with conditions.

Conditional Use Permit #7095: 37 N. CATALINA AVENUE – COUNCIL DISTRICT #5 The request for a Conditional Use Permit aims to permit on-site sale and consumption of full alcohol (beer, wine, and distilled spirits) in connection with the operation of an existing commercial entertainment use, T Boyles. No off-site sale is proposed, and this request is limited to an upgrade in license type. The staff recommends approving the Conditional Use Permit with conditions.

Tentative Parcel Map #84110: 491-577 S ARROYO PARKWAY – COUNCIL DISTRICT #6 The Tentative Parcel Map seeks to reconfigure four existing parcels (5722-008-002, 5722-008-012, 5722-008-016, 5722-008-017) with a total land area of 92,120 square feet. Following the subdivision, four parcels would remain with the same aggregate land area. The tentative map’s purpose is to facilitate the development of the Affinity Project, which was previously approved by the City Council on November 21, 2022. There are no plans for demolition or new construction as part of this application. The staff recommends approving the Tentative Parcel Map with conditions.

Additionally, the City Council certified a Final Environmental Impact Report on November 21, 2022, for the subject site, which evaluated the environmental impacts of the proposed project, including the tentative map. Further environmental review is not deemed necessary, as no changed circumstances or new information have been identified. The staff recommends approving the Tentative Parcel Map with conditions.
