City Hearing Officer to Consider Permit Request for Alcohol Sales at New Restaurant

Cordova Cafe and Bottleshop plans to open on South Los Robles Avenue

The city Hearing Officer will consider issuing a conditional use permit for the limited on-site and off-site sale and consumption  of alcohol to Cordova Cafe and Bottleshop at 199. S. Los Robles Ave.

According to a city staff report, the restaurant tenant’s interior floor space is about 1,165 square feet. A new 450 square-foot outdoor dining area is proposed. There is no dedicated bar area proposed as part of the project. 

Alcohol sales and consumption would occur both indoors and within the outdoor dining patio. The proposed hours of operation are from 6:30 a.m. to 11:00 p.m. daily.

“I support local minority-owned businesses and would love for this establishment to get off its feet without any further delays,” said Rolando Marin in correspondence to local police.

“In these uncertain days, one thing is still in demand and that is easy to grab food and beverages. This area just saw one of its longtime wine & beer establishments call it quits, Bodega Wine Bar. It will be missed. I find that in the midst of this pandemic some people still have courage and faith in the American dream, the owners of Cordova Café & Bottleshop are one of them,” Marin wrote.

According to the report, the proposed alcohol sales would be consistent with the surrounding uses within the Central District, Civic Center/Midtown Sub-district, and would promote the vitality of the restaurant. 

The Police Department did not express concerns with regard to the application but asked that alcohol sold by the business be consumed on the premises and that no open alcohol containers be sold for take-away. Further, a distinction must be made between takeaway sales and sales for consumption at the site. The outside patio area also must have an alcohol barrier to control egress and ingress, or those coming in and out.

“The request to serve alcohol would enhance both the services provided by the proposed restaurant use and the commercial atmosphere of the neighborhood,” the report reads. “The introduction of both the on-site and off-site sale and consumption of alcohol as an ancillary use is not viewed as being in conflict with the surrounding commercial uses.”

Three additional businesses, all hotels, within 1,000 feet have alcohol licenses — the Pasadena Hilton, Hyatt Place and the Sheraton Pasadena. 

The Hearing Officer may also consider existing calls for police response to make a determination of whether there is an undesirable concentration of alcohol uses in the vicinity of the project site. In addition, the business must operate primarily as a restaurant according to the report. 

“The dollar sales of alcoholic beverages shall not exceed the dollar amount of food and nonalcoholic beverages on a quarterly basis to ensure the primary use of the premises as a restaurant,” the report reads. 

Sales records must be maintained at the premises at all times and be presented to city agencies for review upon request.
