City Moving Forward With Plans for Former Kaiser Permanente Health Facility Site

The City is moving forward with plans for a former Kaiser Permanente site in Pasadena.

In November, according to a statement, the City took formal ownership of the 2.5 acre site located at the southeast corner of Lake Avenue and Villa Street.

Kaiser Permanente vacated the property more than 10 years ago and it has sat empty ever since.

Last month, City staff issued a Request for Information. The City is looking for a development firm for the design, planning, financing, and development.

Last year, Mayor Victor Gordo and Los Angeles County Supervisor Kathryn Barger announced a new partnership to acquire the building and transform it into a housing and community services site.

At that point it was announced that the property would be transformed into a community services site that offers affordable housing, mental health care services, and primary outpatient services.

The project was initiated in response to a motion introduced by Barger in March to bring the services to the north Pasadena region, which the County Department of Health Services identified as a high-priority area.

The city and the County are still in talks over a $6 million contribution from the County.

The City’s General Plan Land Use Designation for the property is Medium Density Mixed-Use, with an allowed base density of 87 units per acre and a 2.25 floor area ratio.

Municipal rules permit the site to be developed with housing, community-serving retail uses as well out outpatient health services.
