City to Tighten Security Alarm Systems Regulations

The Pasadena City Council will conduct first reading on Monday of a proposed ordinance that would amend provisions in the Pasadena Municipal Code that relate to security alarm systems.

A draft of the proposed ordinance shows some of the significant changes.

Among those, the City would now require an alarm user to renew permits annually instead of the current four year cycle. 

Another important change would be the shifting of responsibility for obtaining a permit for alarm systems from the resident or property owner to the alarm company or business.

The changes would also increase the penalty for violations of the ordinance, and add sections that clarify what policies would be governing the existence of “alarm businesses,” or any business which sells, installs, leases, maintains, repairs, replaces, alters, maintains, repairs, replaces, services, or monitors alarm systems.

The amendments would further define how an alarm or alarm-system user could be classified either as a “:subscriber,” when the system is connected to a “central monitoring station,” also a new term introduced in the proposed amendments, or a “self-monitored” alarm user when the system is not connected to a central monitoring station.

A central monitoring station, as defined in the proposal, is any commercial company whose primary business is monitoring alarm signals and performing contracted services for alarm users or alarm businesses.

The proposed ordinance is intended to enhance the City’s ability “to permit and regulate alarm systems and related false alarm activations,” according to an Ordinance Fact Sheet from the office of the City Attorney.

The City Council meeting begins at 4:30 p.m. and continues to be via video conference only.
