
The Pasadena City Council and the Finance Committee will hold a special joint meeting on Monday, May 2, to discuss the Fiscal Year 2023-2027 Capital Improvement Program Budget.
Meetings of the City Council continue to be via video conference only but are open to the public.
The City Council’s agenda for Monday shows the special joint meeting on the CIP budget begins at 2 p.m. but will spill over to a public hearing at 5 p.m.
At the joint meeting, staff from the Rose Bowl Operating Company, the Pasadena Center Operating Company, and Pasadena Water and Power will provide presentations about the CIP budgets for the Rose Bowl Stadium, the Pasadena Convention Center and Civic Auditorium, and water and power projects throughout Pasadena.
The CIP budget will also include appropriations for the Parks and Landscaping and Arroyo Projects as recommended by the Recreation and Parks Commission, for projects in Northwest Pasadena – specifically in the Hahamongna Watershed Park – as recommended by the Northwest Commission, and for Streets and Streetscapes and Transportation projects as recommended by the Transportation Advisory Commission.
Discussion of the CIP budget coincides with the start of public hearings this week regarding the City of Pasadena’s fiscal year 2023 recommended operating budget. The public hearings start Tuesday, May 3, and will continue throughout the month of May, as required by the City charter.
At these public hearings, the City’s various departments and affiliated agencies present their recommended operating budgets through a series of budget workshops, open to the public as well.
These budget workshops are expected to conclude on May 24. Afterwards, the final budget will be determined and presented to the full City Council for adoption by June 20.
For 2023, a Department of Finance report showed total proposed operating appropriations of $295,518,806 in the General Fund and $955,339,973 in all funds; “all funds” includes the budget for affiliated agencies and CIP.
The 2023-2027 CIP budget, as recommended by the Department of Public Works based on summaries by the RBOC, PCOC and PWP, contains 209 active projects with a total estimated cost of $1,218,479,616. The CIP budget contains 27 new projects, and a total recommended appropriation of $99,027,410 to 120 projects. A detailed list of these projects will be presented during Monday’s special joint meeting.
