The Pasadena City Council on Monday authorized the purchase of traffic signs and an estimated 200 water-filled barricades for protecting Rose Parade spectators and participants on Jan. 1.
Under the contract, JCL Traffic Services will supply street barricades and traffic signs to close up to 65 street intersections and 40 private business and public driveway aprons in the city on New Year’s Day.
The closures are necessary to limit vehicular traffic on the parade route and to provide a safer environment for the public attending the parade, according to the report.
Based in Montebello, JCL Traffic Services has been providing safety construction services and equipment for special events and filming work zones throughout Southern California since 1997.
The city of Pasadena has done business with JCL in the past. Since 2017, the city has paid $159,139 to JCL for the Rose Parade, according to an agenda report prepared for the council by the Pasadena Police Department.
The city published a notice inviting bids for the project in June, and only JCL submitted a bid before the deadline.
The proposed contract will cost the city up to $142,520 for the four-year term, the report said. Funding will be covered in the city’s New Year’s Day Fund.
