Council Mulls Two-Year Extension of Land Use Entitlements Prompted By Economic Uncertainty

The Pasadena City Council is set to consider a proposal Monday night to extend land use entitlements for projects that have been delayed by economic uncertainty.

The uncodified ordinance aims to support investment in the city during this period of instability.

The proposal, which is supported by the Pasadena Chamber of Commerce, would extend entitlements by 24 months for any active entitlement as of the date the ordinance is in effect.

“We are all aware of the negative effects the pandemic and ensuing economic uncertainty have had on the ability to finance and build in Pasadena and elsewhere,” Pasadena Chamber of Commerce CEO and President Paul Little said in a letter to the council. “The Board of Directors of the Pasadena Chamber of Commerce and Civic Association fully supports passage of Agenda Item 23 that will allow for extension of previously granted entitlements for development.”

“There are no adverse effects as the projects have met all required standards and completed all necessary steps in the approval process.” Little said.

Land use entitlements being considered for extension include, but are not limited to, conditional use permits, hillside development permits, master plans, design review, and subdivision maps.

The Council is set to meet in public session at Pasadena City Hall at 5:30 p.m. Monday, with the extension proposal on its lengthy agenda. Meetings are broadcast live on Charter Cable Channel 3 and rebroadcast daily.
