Hearing Officer Meeting: Parking Lots, Drive-Thrus and Condominiums

The Pasadena Hearing Officer will review three regular cases and one minor case in a public hearing at 3 p.m. Wednesday, Dec. 2.

These cases include proposals for new customer parking lots, residential condominiums, and rebuilt drive-thrus. 

Members of the community are encouraged to assist the city by commenting or providing inputs that will help in the approval process. 

The minor case, at 1483 Arroyo View Drive, pertains to a submission by the property owner of a minor conditional use permit (MCUP) application to allow the installation of a metal roof on an existing 1,736 square-foot residence and attached 400 square-foot two-car garage. Anm MCUP is required for any metallic finish on the exterior walls or roof of any primary structure pursuant to the city Zoning Code. The site is located in the RS-4-HD (residential single-family, hillside overlay) zoning district. 

In one of the regular cases, pertaining to 1972-1994 Lincoln Ave., the applicant is converting a catering kitchen into a restaurant, and has submitted a variance application to exceed the maximum allowed walking distance for off-site parking, to facilitate the conversion. The Zoning Code permits off-site parking within a walking distance of 500 feet from the entrance of the use. As proposed, the offsite parking would be located about 1,200 feet to the east, at 1993 Glen Ave. The total parking requirement for the new restaurant, existing offices, and retail stores located on the subject site is 42 parking spaces. There are currently 19 parking spaces on-site and the remaining 23 spaces would be located off-site. A variance is required in order to deviate from the maximum allowed distance for off-site parking. 

At 253 S. Los Robles Ave., the applicant has submitted a tentative tract map application to allow the creation of 90 residential air parcels on one 43,544 square-foot land lot for condominium purposes. The 90-unit residential project received approval of an affordable housing concession permit on Jan. 13, and concept design review approval on July 14. The application only concerns the creation of air parcels that will allow the sale of each dwelling unit. It does not address the design or construction of the 90-unit project and does not include any changes to the affordable housing concession permit or concept design review approvals. 

At 790 N. Lake Ave., the applicant, Chick-fil-A, Inc., is seeking a (CUP) to allow an existing drive-through business, Carl’s Jr., to be demolished and then rebuilt as a Chick-fil-A outlet; the permit would also allow the site’s existing extended hours of operation, from 5:30 a.m. to midnight, to remain. The property is located in the commercial limited, North Lake specific plan, village building type subdistrict, which allows a drive-through business to be completely demolished and rebuilt with the approval of a CUP, as long as the square footage of the new building is not more than the building proposed to be demolished. Currently, hours of operation are limited to 7 a.m. to 10 p.m. because the site is located within 150 feet of a residential zoning district.
