Locals Decry Another Proposed Project on Oak Knoll Avenue

Residents worried about four-story, multi-family residential development

Some local residents said they opposed a 17-unit, four-story multi-family residential development at 139 S. Oak Knoll Ave.

The opposition came in correspondence to the city’s Design Commission which met on Tuesday. This is the third project on the street that has prompted letters to the commission.

“I am a resident of 147 S. Oak Knoll Ave. and I saw the signs posted for building plans at 139 and 150 S. Oak Knoll Ave parking lot locations,” said Claire Hoffman.

“I am strongly opposed to these plans as I believe it will negatively impact the neighborhood. My understanding is there is not a need for more housing at this time as I see an abundance of for rent signs when I drive through Pasadena,” she said. “Right now, there is a need for parking for residents, the employees at the imaging center on the corner, and patrons of nearby shops and restaurants.”

Hoffman said she would consider leaving the area if construction continues.

A report by the Department of Planning and Community Development showed the project site is a single 8,610 square-foot lot at the southwest corner of South Oak Knoll Avenue and Mira Monte Place, between East Green and Cordova streets. The site is rectangular-shaped and is currently developed with a surface parking lot surrounded by a perimeter concrete block wall that was built in 1959 and is proposed to be demolished.

Previously, a two-story single-family residence estimated to be built in the 1890s was on the site but was demolished around 1955 or 1956. There are three non-protected trees within the site and are all proposed to be removed. There are also seven street palm trees in the public right of way, which will be retained.

“It’s a bit disappointing that the city of Pasadena is taking the side of developers rather than its habitants and ratepayers,” said Martiza Torres. “The developer has many more areas that he can develop. Why this one, when it’s packed with apartments already? Why is the city of Pasadena allowing this? Why is the city not taking care of its citizens? Moreover, we are in a gray zone. We don’t have much greenery or parking stations for the already saturated area we live in. We’ve started a network and will be blind copying each other to ensure that messages have been sent opposing this construction.”

Torres said signs for the project were just placed two weeks ago.

The proposed project is for the construction of a four-story multifamily residential development with 17 dwelling units and 20 subterranean parking spaces. The site design consists of a single building mass with a footprint that would occupy the majority of the site, except for the required front and side yard setbacks, a vehicular driveway at the south edge of the property, and an open garden space along the westerly edge.

The Design Commission reviewed an application for preliminary consultation for this project on Nov. 13, 2018, and submitted comments, leading to a number of revisions from the design team.

“I oppose the construction at Oak Knoll/ Mira Monte Pl. I have an acupuncture clinic at 704 Mira Monte Pl #1, Pasadena, CA 91101,” said Reiko Aoo, who owns Kenko Acupuncture. “During the treatment, patients are resting. The construction noise hurts my practice deadly. We cannot practice if you do the construction at Oak Knoll and Mira Monte Place in Pasadena.”
