‘Major Change’ Planned for East Pasadena Development

The developers of a mixed-use project at 3452-3488 E. Foothill Blvd., which includes the existing Gateway Metro Center and Panda Inn building, have applied for major changes to the previously-approved Concept Design. 

Instead of the original 232-unit residential project and the exterior remodeling of the Metro Center and Panda Inn, the plan now calls for a mixed-use project with 5,350 square feet of commercial space and 234 residential units, with the exterior remodeling no longer included.

Plans submitted to the Department of Planning and Community Development showed the project involves construction of a five-story above-ground parking structure, with 5,350 square feet of ground-floor commercial space, and three six-story buildings with 234 residential units on the existing surface parking lot behind Panda Inn. 

One protected mature tree and 67 non-protected trees are proposed to be removed to accommodate the project. In addition to the proposed five-level parking structure, parking for the existing office building would be provided off-site, the plans showed. 

The project site consists of three adjoining lots of a total size of 4.3 acres on the south side of E. Foothill Blvd. between N. Halstead Street and N. Rosemead Blvd. Irregular in shape, the site is currently developed with the 11-story Gateway Metro Center, the one-story Panda Inn 

restaurant, and surface parking lots between and behind these two buildings. 

The southern edge of the site adjoins the 210 Freeway. 

The developers have proposed a number of changes to the Concept Design Review which the Design Commission approved on August 28, 2018. 

Among these changes, a previously proposed surface parking area west of Panda Inn will be changed to an open space or courtyard area with a valet or drop-off zone adjacent to the driveway. The footprint of the proposed north building will be slightly modified to accommodate the new uses proposed. 

The south building’s footprint will also be changed to separate the previous single-building and above ground parking structure into three buildings that would surround a larger rectangular courtyard space than previously proposed. 

A proposed “town center” space at roughly the center of the site will no longer be pursued, according to the application.
