Micro-Apartment Building on North Oakland Avenue Goes Before Design Commission for Final Review

Pasadena’s Department of Planning and Community Development is now recommending approval of the application for Final Design Review of a plan to build a new six-story, 181-unit single-room occupancy residential building at 274-282 North Oakland Ave., which will provide 181 affordable micro-apartments, ranging from 220 to 315 square feet in size.

Being affordable and designed for low- and minimal-income individuals, these units made the project eligible for both state and local incentive laws, which allow the developer to legally exceed Pasadena’s zoning ordinances, according to the Planning Department.

The project site is located on the east side of North Oakland Avenue, between Corson Street and Walnut Avenue, and consists of two parcels totaling 21,128 square feet in size. According to an application for Concept Design Review submitted in March, the site is currently developed with four residential units and associated garage structures that were constructed between 1902 and 1947 and which are proposed to be demolished.

Twelve trees on the site are proposed to be removed. Four of those trees are protected under the Tree Protection Ordinance, the Planning Department said.

The application for Final Design Review will go through the City’s Design Commission, which meets in a special virtual meeting Tuesday, May 11, starting at 4:30 p.m.

According to plans, the proposed building will be generally rectangular and will occupy nearly the entirety of the site. A modest colonnade/forecourt with prominent columns and programmed outdoor space will lead to storefronts consisting of full-height glazing.

The ground level base consists of a centrally located lobby entry, recreation room, a manager’s unit/office, mechanical uses, and all of the proposed at-grade parking area, with vehicular access from Oakland Ave. south of the site.

Above the ground floor base, the building will be separated into three sections. The street-facing façade of the first section, above the ground floor base, will consist of two symmetrical volumes separated by a courtyard open area that’s approximately 11 feet wide by 30 feet deep.

During Concept Design Review, the Design Commission listed a number of comments and recommended some revisions to the plan.

The Planning Department said these recommendations, and the response by the Department, as well as inputs from other City departments such as Transportation and Public Works, will be explained further during Tuesday’s meeting.
