Police Oversight Commission to Hear Presentation on Investigation of July 30 Officer-Involved Shooting

The Independent Police Auditor will hold a presentation on the overview of the process related to a recent officer-involved shooting.

On July 30 police fatally shot carjacking suspect Adam Mostafa Youines, formerly of Pasadena, at the end of vehicle pursuit.

Police opened fire after Youines drove at them in a stolen vehicle in the parking lot of a strip mall in the 600 block of North Lake Avenue near the intersection with Orange Grove Boulevard, authorities said.

Videos taken of the event appear to show Youines holding a gun to his head and lurching forward in a battered white minivan towards officers, who instantly open fire.

CBS News reported that prior to the shooting Youines had driven the wrong way on the 210 Foothill freeway before exiting in Pasadena.

The incident will be reviewed by District Attorney George Gascón’s office and the police department will conduct an administrative review. That probe will be conducted to see if the officer’s actions were within departmental policies and procedures.

Youines might also have been connected to an earlier crash involving a sheriff’s deputy in Rosemead.

The deputy suffered minor injuries and was taken to a hospital, where he was expected to be released sometime Saturday.

The motorist in the other vehicle suffered minor injuries and was not hospitalized.

According to earlier reports in Pasadena Now, deputies in South El Monte spotted a stolen vehicle at about 1:50 a.m. in the area of Rosemead Boulevard and Garvey Avenue, which triggered a four-minute pursuit that ended on the northbound San Gabriel River (605) Freeway at the San Bernardino (10) Freeway in Baldwin Park, according to a watch commander at the Los Angeles County Sheriff’s Department’s Temple station.

The watch commander at the sheriff’s Temple station referred all inquiries to the Pasadena Police Department when asked if the suspect in South El Monte was the same man who was shot dead at the end of the pursuit in Pasadena.

Pasadena police spokesperson Commander Marcia Taglioretti said Saturday night she was not able to confirm any information with regards to Youines’s possible involvement in a carjacking earlier Saturday.

Taglioretti also said that detectives from the Pasadena Police Department’s Robbery / Homicide Unit responded to the crime scene early Saturday to start an immediate follow-up investigation.

She said that a separate investigation by the Los Angeles County District Attorney’s office will also take place.
