Pasadena Community Foundation Welcomes Three New Board Members

The individuals will support PCF’s financial and investment strategy, grantmaking, and philanthropic engagement

The Pasadena Community Foundation has appointed three new members to its Board of Directors, the organization announced on Wednesday. Frank Cárdenas, K. George Dulgeryan, and Tracy S. McCormick are the newest additions, bringing the total number of PCF board members to 20.

The Foundation is a tax-exempt public charity established in 1953 by and for the people of Pasadena. With over $134 million in charitable assets, the foundation works with individuals, families, and organizations to establish philanthropic funds, create and build endowment funds, and distribute charitable gifts to nonprofit organizations.

The new board members bring expertise in sectors including real estate development, investment and banking, and law, and reflect a commitment to community leadership. The board oversees the foundation’s investment strategy, grantmaking programs, and philanthropic engagement in the greater Pasadena area.

PCF President and CEO Jennifer DeVoll recognized the important attributes the new members bring to PCF’s Board.  

“Our goal is to recruit board members who reflect the community we serve, both in  skills and expertise, as well as interests and passions,” DeVoll said. “As the Foundation grows in complexity, it is  important to have sophisticated, experienced board members who bring different perspectives to our  leadership. The new members complement our seated directors, and we look forward to their myriad  experiences and unique vision to inform our response to the community’s needs.” 

The Foundation provided the following biographies of the new board members.

Frank Cárdenas began is his legal career in the Los Angeles office of O’Melveny & Myers. His solo  practice focuses on business, administrative, and public law. His long record of government service has  included membership on the boards of the Community Redevelopment Agency and the Public Works  in the City of Los Angeles. He also served as Chief of Staff and Executive Officer for the Los Angeles  County Metropolitan Transportation Authority (MTA). He was retained by the City of Los Angeles to  manage both the 2002 and 2021 City Council redistricting processes as executive director. He recently  completed a term on the California Fair Political Practices Commission as an appointee of Attorney  General Xavier Becerra and currently sits on the California Strategic Growth Council as an appointee of  the Speaker of the Assembly. Frank also serves as a Lecturer in the School of Business and Economics,  California State University, Los Angeles. His community service includes positions on the boards of the  Single-Room Occupancy Corporation, the California League of Conservation Voters, Big Sisters of Los  Angeles, and, most recently, as board chair of the South Pasadena-San Marino YMCA. He lives in South  Pasadena with his wife and three children. 

  1. George Dulgeryan 

George Dulgeryan is a Vice President and Banker in the Pasadena office of J.P. Morgan Private Bank. He  provides sophisticated wealth management advice to highly successful individuals, entrepreneurs, and 

multi-generational families. His expertise includes investments, taxation, charitable giving, and legacy  planning. Before joining J.P. Morgan, George was the Director of Planned Giving at the California  Community Foundation (CCF), where he advised families, businesses, and donors on charitable  planning strategies. Previously, George was a Senior Tax Consultant at Deloitte Tax LLP, representing  individuals and businesses in tax controversy and planning matters. George volunteers with nonprofit  organizations dedicated to supporting children and individuals in the fields of education, art, science,  and technology. He has also mentored several students pursuing undergraduate and graduate degrees. George earned his B.A. in History from the University of California, Los Angeles. He holds a J.D. and  Master of Laws in Taxation, with distinction, from Loyola Law School. He lives in Glendale with his wife,  Laila, and son.  

Tracy S. McCormick is the Chief Financial Officer of Mill Creek Development Company in Pasadena,  California, which currently has three projects under construction in the Playhouse Village. Raised in the  Midwest, Tracy began her career with J.P. Morgan in New York and worked in the firm’s Chicago and  Los Angeles offices. She spent 18 years with J.P. Morgan & Co., Inc. in investment banking and mergers  & acquisitions, focusing primarily on the media and entertainment industries. Tracy serves as Lead  Director on the board of MidWest One Financial Group, a community bank headquartered in Iowa City,  Iowa. She is also a member of the board of directors of Folience, Inc., an ESOP-owned holding  company based in Cedar Rapids, Iowa. Tracy’s nonprofit work currently includes serving as co-chair of  the Marketing Committee at the Huntington Library, Art Museum and Botanical Gardens. She resides  in Pasadena with her husband Ken and the youngest of their four children.
