Pasadena Gets “A” Ranking for Preservation of Historic Sites

Nonprofit Los Angeles Conservancy gave Pasadena a grade of “A” for its efforts in preserving its historic sites, while 51 other Los Angeles County cities received a failing mark.

The Conservancy’s 2014 Preservation Report Card released last week noted that Pasadena has “strong historic preservation ordinance,” which contributed almost a third of the city’s total 240 points.

The report card also noted that the city does not require owner consent to designate landmarks, and extends preservation protection programs and review to its local resources listed in the National Register of Historic Places.

Also contributing factors to the city’s grade are its incentives programs including its Mills Acts property tax abatement. The act enables the city to enter into contracts with historic property owners who agree to rehabilitate, restore and maintain their properties.

The city has designated over 130 local properties as landmarks or historic monuments, having “significant historic, cultural, architectural and aesthetic value as part of the heritage of the city.”

Some of Pasadena’s landmarks are the Colorado Street Bridge, the Gamble House, Pasadena City Hall, the Morton Bay Fig Tree, the Hermitage and the Perkins house.

The 32-page report card, meanwhile, gave a grade of “F” to 51 other Los Angeles County cities including the Temple City, San Marino, Palmdale and Monterey Park.

Nearby Huntington Park and South Pasadena also received a grade of “A,” while Glendale was given an “A-“.

The Conservancy created its countywide Preservation Report Card in 2003 to help improve historic preservation at the local level. The report card covers the county’s 89 cities, and grades them based on their ordinances and incentive programs that help preserve their historic places.
