Pasadena Seeking Qualified Agencies For Services That Disrupt Gang Violence

The City of Pasadena is seeking qualified agencies or independent contractors to conduct outreach, create connections necessary to disrupt gang violence, and connect individuals in need with services.

According to the city newsletter, the Office of the City Manager recently issued a Request for Proposals (RFP) for Gang Violence Outreach & Interruption Services.

The City urged all qualified bidders to submit proposals in response to the official RFP by registering on Planet Bids.

Planet Bids is a web-based e-Procurement system, used by the City of Pasadena to manage procurement opportunities for the public.

The services that will be rendered under the contract is one of several initiatives that the City of Pasadena is pursuing to reduce gang violence.

In recent months, the installed security cameras in public spaces such as parks, increased law enforcement presence in areas where shootings occur, and the deployment of ShotSpotter to detect gunshots leading to a more swift police response.

Local gang interventionists work directly with high-risk gang-impacted individuals daily across Pasadena and affiliated cities, including Monrovia, Duarte, San Bernardino, and Palmdale/Lancaster.

Local groups in the past have used a national best practice “Prevention, Intervention, Engagement and/or Enforcement” model.

Prevention consists of programs or activities designed to prevent youth from joining gangs, and reduce retaliation in violent incidents. Intervention seeks to draw gang members and close associates away from the gang lifestyle, and interrupt violence, while engagement and/or enforcement consists of more traditional law enforcement, prosecution, probation, and parole.
