Pasadena Transit to Start Charging Fares Again on July 1

City buses easing up on policies enacted when pandemic started

Pasadena Transit will resume collecting fares on July 1 and requiring passengers to board at the front door and exit through the rear, as the system begins to ease up on restricted operational procedures, policies and schedules implemented in March due to the COVID-19 emergency.

The resumption of fares and other policies will be discussed as an informational item at Tuesday’s Municipal Service Committee meeting.

The city’s bus line will also add more rides to some of the routes that have seen increased ridership over the past few weeks, while reducing service on other routes, according to a report by the Department of Transportation to the City Council’s Municipal Services Committee, which is meeting virtually on Tuesday, June 23.

“As the economy has been reopening and non-essential trips increase, ridership has been increasing,” the report by Transportation Director Laura Cornejo said. “Since the service changes were put in place in mid-April, there has been a four percent average ridership increase week over week. It is anticipated that ridership will continue this steady increase.”

Some of the changes implemented in March included a temporary suspension of fare collection, limiting the number of passengers, allowing boarding only through the rear doors, regular disinfection of high-touch surfaces in buses, and strict social distancing measures.

Starting July 1, fares will again be collected, and entry will be allowed only through the front door and exit through the rear door. Other social distancing protocols will remain, the report said.

Starting August 1, Pasadena Transit will increase trip frequencies through Routes 20 and 31/32, and reduce frequencies on Routes 40 and 51/52. Service on Route 60 will be temporarily discontinued.

Route 60 primarily operates in East Pasadena as a limited service Monday through Friday, serving the Hastings Ranch shopping area, Sierra Madre Villa Gold Line Station, Pasadena City College’s main campus and the PCC Community Education Center on East Foothill Blvd., and La Salle High School. During the pandemic, the ridership on this particular route has dropped by 80 percent and has not been recovering at the same rate as the other routes, according to the report.

Cornejo said the department will continue to monitor ridership and make corresponding service changes as conditions evolve.

Pasadena Transit is not the only bus service implementing changes to its schedules. On Sunday, LA Metro said it was adding 95 trips and increasing frequencies of stops on its heavily-used bus lines and adjusting running times due to reduced traffic conditions. Some of the Metro lines are currently using larger 60-foot “articulated buses” to be able to accommodate more passengers while enforcing social distancing measures.
