Three Capital Improvement Projects Might Be Added to City’s Long-Term Budget

The Planning Commission will vote on adding three Capital Improvement Projects for fiscal years 2020 to 2024.

The Commission will meet in a special virtual meeting Wednesday, May 27, at 3 p.m.

The projects, include replacement of old traffic signals on Walnut Street, modifications of the intersections of the I-210.

eastbound off-ramp at California Boulevard and westbound California Boulevard at the St. John Avenue northbound I-210 on-ramp and the upgrade of traffic signal controllers and cabinets and the installation of fiber optics communication, dedicated short-range communication and signal preemption technology at up to 55 signalized intersections along segments of Orange Grove Boulevard, Colorado Boulevard, Green Street, Holly Street, and Hill Avenue.

“These projects will not be implemented until the Planning Commission has determined the projects are consistent with the General Plan,” according to a city staff report.

The CIP budget process is managed by the Department of Public Works. This budget consists of projects aimed at improving the city’s public infrastructure such as streets, transportation issues, street lights, traffic signals, parks, public buildings, sewer and storm drains, the Rose Bowl, the Pasadena Center, technology and water and power projects.

To qualify for the CIP, a project must have a total estimated cost of at least $75,000 and meet one or more of the following criteria: Addresses a particular safety issue, existing maintenance efforts are no longer satisfactory to keep a facility in good repair, existing facility is no longer adequate to meet the demand.

In April, the city voted to remove eight projects from the 2021-2025 CIP budget to move more than $8.5 million to the city’s operating budget to support city services.

The move was made to further guarantee essential services would continue during the Coronavirus pandemic.

Those projects included sidewalk improvements, traffic lights, a Cycle track on Union Street and Colorado Street Bridge enhancements.

Other projects included $1,000,000 in ADA sidewalk improvements, $500,000 in pedestrian crossing enhancements,$3,000,000 high voltage series street light conversions, $500,000 complete street Union Street cycle track.

The budget also included a new traffic signal at Del Mar Boulevard and Michigan Avenue that would have cost $683,000, a $440,000 traffic signal at Orange Grove Boulevard and Craig Avenue and a $416,000 traffic signal at Orange Grove Boulevard and Sunnyslope Avenue.
