Police Get Additional Funds For More Training

The City Council amended the Fiscal Year 2023 Operating Budget by recognizing revenue and appropriations of $350,000 in the Police Department’s General Fund for use of force and de-escalation training.

The funds are made available through the state’s board of state and community corrections. 

There were no comments opposing the item. 

These funds can only be used for commission on Peace Officer Standards and Training (POST) approved Use of Force and De-escalation Training.

Priority must be given to training that provides flexible modes of use, such as mobile platforms, or training that utilizes the use of body camera footage. 

“In order to satisfy the POST required training and to satisfy the mandates of the State of California Board of State and Community Corrections, the Pasadena Police Department has identified a web-based, self-paced digital learning platform designed specifically for law enforcement to provide Use of Force and De-escalation Training,” according to a City staff report. “The digital training aid that Pasadena Police Department is currently using is the only POST certified training program that operates on a mobile platform and uses body camera footage.”

The reporting period for these appropriated funds is three years. As a pilot participant, the Pasadena Police Department shall by December 1, 2025, provide a report to the Board of State and Community Corrections that includes the following data: 

  •  The number of participants that received and successfully completed the training, including demographic data that includes race, gender, and position; 
  • Use of force incidents data in the three previous calendar years.
  •  The number of use of force incidents data in each calendar year for the duration of the pilot.
  •  To the extent possible, each pilot participant shall create a survey for training participants to rate their satisfaction of the training product or program.
  •  The names and descriptions of training programs selected and used.
  • A detailed expenditure report of how the appropriation funding was spent.  

“This will help to ensure that all sworn members of the Pasadena Police Department are highly trained and will result in better police officers, achieving better outcomes for the community,” the staff report said.
