Report: City Gang Outreach Team Prevented or Interupted 88 Potentially Violent Gang-Related Incidents

A report by the Pasadena Public Health Department said its gang violence prevention and mediation team prevented dozens of potentially violent gang-related incidents from occuring in late 2022.

The report will be part of a presentation by the Health Dept. Wednesday before the Public Safety Committee detailing the Department’s Gang Violence Outreach and Interruption Services operations during the fourth quarter of 2022.

According to the report, five confirmed gang-related shootings occured in the fourth quarter of 2022. 

The Pasadena Public Health Department’s team spent a total of 1,457 hours conducting gang violence outreach and mediation between October and December, a preliminary report said. 

Fifty seven percent of that time has been spent on outreach, and 43 percent on mediation. 

Sixty one percent of that outreach and mediation was through phone calls and 39 percent was in person.

The team made 183 referrals to community partners. 

One hundred and five of those referrals were for job training, 34 for substance use treatments, 27 for housing, eleven for mental health, and six for education.

Administered by the Public Health Department, the City’s Gang Violence Outreach and Interruption Services are handled by a team of “gang intervention” experts with a diverse background of experiences. 

The team has applied evidence-based best practices to interrupt and prevent gang shootings in Pasadena: among these steps are street mediation, rumor control, crisis intervention, high-level violence interruption and incident response, talking one-on-one with key players or influencers, bringing in respected third-parties to dissuade further violence or negotiate conflicts, and working with local non-profits and organizations.

The report on Wednesday will also explain the procedures the team uses in dealing with reported violent incidents, especially when they’re gang-related.

Each of the team members maintains a confidential journal documenting their activities. These entries are subject to review by a Team Leader – but to protect privacy and confidentiality are not reviewed by the Public Health Department or other city staff.

Every two weeks, the team members submit a data collection sheet documenting their activities summarizing their journal entries. This is what Public Health Department staff sees when they review the activities with the team.

Wednesday’s Public Safety Committee meeting begins at 4 p.m. in person at the City Hall Council chamber.
