Road Repair Act on Monday’s City Council Agenda

As part of the consent calendar, the City Council on Monday will consider adopting the Road Repair and Accountability Act project list for Fiscal Year 2024.

The consent calendar is a list of non-controversial items that are typically approved by the council with a single roll call vote. The matters are usually non-controversial items that do not require much discussion. They are routinely passed without debate or much discussion.

Monday’s consent agenda includes the annual Citywide Street Resurfacing and ADA Improvement Program Fiscal Year 2023/2024. This project provides for resurfacing or micro surfacing work on 23 streets (24 street segments) throughout the City for a total of 7.13 center line miles. 

The treatment will utilize rubberized asphalt, a noise-reducing pavement material that consists of a regular asphalt concrete mixed with crumb rubber made from recycled tires. 

This sustainable paving practice diverts tires from the waste stream, with this project having the capacity to divert over 10,000 tires from landfills. 

In addition, rubberized asphalt pavement lasts longer, is more resistant to cracking, reduces vehicle noise, provides for better skid resistance, and retains a darker color that provides contrast to new pavement markings. 

The scheduled resurfacing will begin in Fiscal Year 2024 with an estimated project cost of $5.5 million. The RMRA (SB1) funds Fiscal Year 2024 appropriation is $2.8 million.

Here are the remaining items on Monday’s consent calendar:

  • A $365,000 contract with Beecasso for stinging insect removal. (Click here for full story.) The Department of Public Works (PW) in conjunction with the departments of Water and Power (PWP) and Parks, Recreation and Community Services (PRCS) developed a Request for Proposal (RFP) to find a qualified contractor to responsibly remove and handle through live relocations, deterrence, or termination of stinging insects (e.g., bees, wasps, hornets) from various public locations. Public locations. include but are(not limited to public right-of-way, parks, fences-, streetlights, facilities, utility poles, and utility meter boxes. In developing the RFP language, City staff researched and interviewed members of the Los Angeles County Beekeepers Association and the Los Angeles County Agricultural Commissioner for live bee removal services and practices. 
  • A $3 million contract with Elecnor Belco Electric for Lake Avenue Pedestrian access improvements.  This project provides streetscape improvements to enhance pedestrian access and circulation along a 1.06-mile segment of Lake Avenue, from the Gold Line Station at Corson Street south to California Boulevard. The addition of pedestrian lighting, controlled mid-block street crossing and accessibility improvements at new and existing signalized intersections will enhance the overall pedestrian experience through this busy commercial corridor. The scope of work includes the installation of a new signalized mid-block crossing between Cordova Street and Del Mar Boulevard; a new traffic signal at Granite Drive; 64 new pedestrian-scale streetlights; modifications to the existing “pork chop” island at Union Street; new curb extensions at the intersection of Del Mar Boulevard; ADA-compliant curb ramps; and in-fill street trees.
  • A $1.8 million contract with several companies for executive recruitment services. The Employment Services Division of the Human Resources Department partners with executive recruiters to conduct nationwide talent searches while tapping into their extensive network of candidates. This supports the department’s mission to attract, retain, and develop a diverse and highly qualified workforce for the City of Pasadena. 
  • A $500,000 contract with Historic Resources Group for the citywide historic context statement and historic resources survey project. The City last prepared a Citywide Historic Context Report and conducted a Citywide Historic Resources Survey in 1993. Since that time, targeted studies and surveys have been conducted of each period in the City’s architectural history as well as specific types of historic resources; however, it has been approximately 10 years since a study or survey of historic resources has been conducted. Previously prepared studies and surveys have been limited in scope or are inconsistent with current State and national standards for such efforts. In addition, these efforts are focused on architecture and building types, but do not provide sufficient identification of properties that may have historical significance based on historical events, development trends, or historically significant people.  
  • A five-year contract renewal with Emanuels Jones and Associates for state legislative advocacy services. The City has contracted with Emanuels Jones and Associates to provide state legislative advocacy services since January 2001. Emanuels Jones and Associates was initially selected through a competitive selection process. The firm has provided the City a wide range of services over a Fiscal Year that was a turbulent time in state government. These services included:
  •  Promoting the city’s adopted State Legislative Platform.
  •  Monitoring issues of importance to the City of Pasadena
  •  Attending League of California Cities briefings on behalf of the city
  •  Alerting staff to legislative proposals that may impact the City 
  •  Providing research and support in evaluating issues and proposed legislation 
  •  Weekly tracking of legislation in which the City has taken an interest or position 
  •  Lobbying for positions taken by the City of Pasadena 
  •  Taking lead on getting the City extension on various state grants.
