Free English Classes and Notary Service Continue Wednesday at Altadena’s Bob Lucas Library

Both programs at the West Altadena branch just north of Pasadena are recurring, and the district's own pages disagree on whether the notary requires an appointment

Two free services listed for Wednesday, Sept. 16, at the Bob Lucas Memorial Library and Literacy Center in Altadena are recurring offerings rather than one-time events, according to the Altadena Library District’s published program listings.

Adult English as a second language classes meet at the branch from 10:30 a.m. to noon, the district’s calendar entry states. The listing describes the classes as designed to help participants obtain basic English fluency and sets the age range at 18 and older.

The same entry states the classes are held Mondays through Thursdays, making Wednesday one of four weekly sessions. The district’s Adult Learning and Literacy Services page states there are no fees for tutoring or English as a second language classes.

The literacy program is housed at the Bob Lucas branch, that page states. The program, called Let’s Read Altadena, has served Altadena residents since 1988 and is funded in part by a grant from the California State Library, according to the district.

The district also lists free notary service. The calendar listing states appointments are recommended but walk-ins are welcome, and directs people to call (626) 798-0833, extension 118.

The district’s Bob Lucas branch page states notary service is available at that location during office hours, that walk-ins and appointments are accepted, and gives extension 111 for appointments.

The district’s separate notary services page states all services are by appointment only, that same-day appointments are not available, and that office hours are Monday through Friday from 10 a.m. to 4:30 p.m. That page also states all notary services are performed at the Main Library at 600 E. Mariposa St. The district’s location listing states the Main Library has been closed for renovation as of Feb. 1.

Because the district’s own pages differ on location and on whether an appointment is required, people seeking notary service Wednesday should confirm both with the district before going.

The notary services page states that documents must be completed but not signed or initiated before the appointment, and that clients sign or initial in the presence of the notary. It states clients must bring valid identification and lists acceptable forms under California Code 1185(b), including a California driver’s license or nondriver’s identification, a U.S. passport or passport card, a driver’s license or official nondriver’s identification issued by another U.S. state, a U.S. military identification and a valid foreign passport from the signer’s country of citizenship. All listed documents must be current or issued within the past five years, the page states.

Signers without one of those documents must bring two credible witnesses, each carrying acceptable identification, who are willing to take an oath or affirmation confirming the signer’s identity, according to the page.

The page also states there is a five-signature limit per appointment, that appointments are limited to 30 minutes, that clients must supply their own witnesses for documents requiring witness signatures, and that notaries cannot advise clients on how to complete documents or on which notarial certificate to use. It states notaries may not notarize an incomplete document, citing California Government Code Section 8205.

Altadena is an unincorporated community in Los Angeles County directly north of Pasadena, and the Bob Lucas branch serves West Altadena, according to the district. Materials checked out at either district location may be returned at either location, but the district states it does not accept items from Pasadena libraries.

The branch is at 2659 Lincoln Ave. and is open Monday through Thursday from 10 a.m. to 8 p.m., Friday and Saturday from 10 a.m. to 5 p.m., and Sunday from 1 p.m. to 5 p.m., according to the district’s location listing.
