Senior Fraud Losses Hit Record $4.9 Billion Pasadena Experts Urge Vigilance

Pasadena Senior Center partners with state board to fight construction scams targeting older adults

With older Americans reporting nearly $4.9 billion in fraud losses in 2024—a 43 percent increase from the previous year—the financial threat to seniors has reached critical levels. Amid this rising tide of deception, the Pasadena Senior Center is partnering with state regulators to help residents fight back. On Thursday, Dec. 4, the center will host the “Senior Scam Stopper Program,” a free seminar designed to arm older adults against the construction fraud and home-improvement scams that often target them.

“Fraud affects people of all ages, but when older adults are victimized, the impact is often catastrophic,” said Kathy Stokes, AARP’s director of fraud prevention programs.

The seminar, presented in conjunction with the Contractors State Licensing Board and The Assistance League of Pasadena, continues a statewide effort running since 1999. It comes as officials warn of “unlicensed or unscrupulous contractors” who prey on seniors. Common tactics include unsolicited door-to-door offers to check heaters for free, or claims that a contractor has “leftover supplies” from a neighbor’s job available for cheap.

Christopher Delzotto, section chief of the FBI’s Criminal Investigative Division, underscores the human toll behind the statistics, according to ABC News (April 2025). “Every number in this report represents a real person, a victim whose trust was betrayed,” he said.
