Pasadena-based organization launches aggressive five-year strategic impact plan after two years of stealth development, highlighting permanent solutions over temporary fixes

Social Infrastructure integrates affordable housing, workforce development, and reentry services into a unified platform prioritizing sustainable outcomes over typical program performance metrics. RK Khalfani, a Principal Advisor to the firm, explains the organization’s core philosophy: “The work ethos among SI-Response team members centers on executing “appropriate aid, not applied dependency. We’re always looking at the best way to make clients stabilized and self-sufficient quicker, better, and with less risk of dependency reoccurrence”.

The housing strategy focuses on acquiring and developing properties, creating new housing units, and delivering tailored tenant-related supportive services. Social Infrastructure pursues strategic acquisitions, master leases, and joint venture partnerships with owner developers, negotiating allocations of 20 to 30 percent for lower income households and HUD voucher holders when and where applicable. Social Infrastructure is currently seeking distressed commercial buildings or development sites to build out its first BRC Center in Pasadena or Altadena. 

Financial efficiency and transparency remain a cornerstone, with over 90 percent of every dollar donated funding direct program and project services, and a corporate charter that mandates a minimum of 75 percent of funding is allocated directly to program participants. 

The Workforce Development Program is called REOP-13 and operates on three to 12-month timelines. Under this program, 100% of program participants receive an industry certification, professional trade license, or degree upon successful program completion. 

Social Infrastructure operates and maintains an active field presence in Pasadena, while maintaining embedded consultancy sites and remote locations throughout California. Many of its staff have lived and/or worked in Pasadena continually since 2006. After two years in “stealth mode”, Social Infrastructure prepares to launch its Strategic Impact Plan for 2026 through 2030 on January 5, 2026.
