Pasadena Police Recommend Extension of Traffic Control Contract

The Pasadena Police Department is recommending the extension of the city’s services contract with Apex Security Group to continue to provide traffic control services in support of the Department during special events in Pasadena.

Apex, a subsidiary of Contemporary Services Corporation based in Northridge, has a current contract that ends on December 31, 2015, a day before one of the city’s biggest event – the Tournament of Roses 2016.

Pasadena Police Chief Phillip L. Sanchez is recommending to the City Council that the contract be extended for at least six months – up to June 2016 – to allow Apex to continue providing support services for the upcoming New Year’s events, and other special events that may occur before the end of the recommended extension period.

“After the conclusion of New Year’s activities, staff will undertake a competitive selection process for special event traffic control services, thus providing an opportunity fr other potential providers to submit proposals,” Sanchez explained in an Agenda Report for Monday’s City Council meeting.

The cost of a six-month extension will be $100,000, half of the cost of Apex’s yearly services which it has been providing since 2013.

Sanchez is also seeking an exemption from the city’s Competitive Selection Process as outlined in the Competitive Bidding and Purchasing Ordinance under Pasadena’s Municipal Code.

“Currently, there is not sufficient time to undertake a new selection process in advance of the 2015-2016 New Year’s,” Sanchez said in the Agenda Report. “Moreover Apex has demonstrated a high degree of service in a cost effective manner.”

If approved, Apex’s services under the extended contract will include the provision of supplemental traffic control personnel, supervision and management.

Sanchez said staffing levels at Apex will be determined by the Pasadena Police Department based on attendance levels at the special events, anticipated traffic flow, pre- and post-event activities, mass transit availability and the availability of City personnel.

Apex Security Group and its mother company currently maintain satellite offices at the Rose Bowl stadium.
