After More Funds Become Available, Council to Vote on Homeless Services Application Again

The City Council will vote on submitting a revised 2022 continuum of care consolidated application to the US Department of Housing and Urban Development for homeless services.

On Sept. 12, the City Council authorized a $4.8 million application. However, the next day staff became aware of an additional $29,667 in funding.

The application must be submitted by Sept. 30.

If the Council approves the application, the City Manager would execute the revised 2022 CoC Consolidated Application and all other related HUD documents, grant agreements and amendments and enter into contracts with the administering agencies of four new projects, with one-year grant terms beginning in the 2023 calendar year and in amounts equal to what is awarded by HUD.

  • A $445,000 contract with Elecnor Belco Electric Inc. for new traffic installation at Orange Grove Boulevard and Sunnyslope Avenue. This project provides for the installation of a new traffic signal at the intersection of Orange Grove Boulevard and Sunnyslope Avenue. The proposed signal will provide a controlled pedestrian crossing along a half-mile uninterrupted segment of Orange Grove Blvd between Sierra Madre Blvd and Sierra Madre Villa Ave. The signal will also provide traffic platooning and gaps to allow. for additional crossing opportunities at the other unmarked or uncontrolled crosswalks along this stretch of roadway. 
  • A $501,076 contract with Anderson Business Technology for copier maintenance and a contract with De Lage Laden Financial Services for copier lease services for the Police Department. The contractor will provide the department with 22 printers, 6 multifunction A4 devices that can produce letter, legal, and envelopes; 19 multifunction A3 devices that can produce the larger and greater variety of paper sizes, and one (1) high capacity scanner. The contractor will be required to provide the machines, install and finalize set-up to the network, and validate printing jobs. The contractor will be responsible to report onsite in a timely manner when machines have technical issues or malfunctions, and will provide ongoing maintenance and support of the machines and consumables as requested. 
  • A $660,000 contract amendment with Dataticket for a parking citation and permit management system. This contract provides the City with a web based Parking Citation and Permit Management System with real-time OMV integration, handheld citation issuance devices, 6 fully electric vehicles with automated license plate reading hardware and software and integrates permit, citation and OMV payment information to share with parking enforcement officers in the field to maximize efficiency and minimize citations issued in error. As part of this contract, DataTicket also provides collection services for delinquent parking citations. The contract term is for five years through July 2025 for a not to exceed amount of $1,576,665. 
  • A resolution adopting a Citywide salary schedule. The wages, benefits, and other terms and working conditions of employment for all classifications in the City workforce are established through a Memorandum of Understanding (MOU) for represented classifications, or via salary resolution for unrepresented classifications. Each MOU and salary resolution contains a salary schedule reflecting the pay rates and their effective dates for all classifications within that bargaining unit or unrepresented employee group. The California Public Employees’ Retirement System (CalPERS) utilizes these pay rates to establish compensation earnable for purposes of determining retirement benefits. CalPERS requires that pay rates be paid pursuant to a publically available salary schedule approved by a member agency’s governing body in order to qualify as compensation earnable for purposes of retirement. Compensation reported to CalPERS may not exceed the maximum pay rate established in the publically available salary schedule approved by the governing body.  
  • A $206,980 contract award to Spectrasystems Inc. for playground surface replacement at Villa Park and Brookside Parke. Reese’s Retreat playground at Brookside Park has become one of the City’s most popular playground destinations since opening eleven years ago. Its popularity stems from its unique pirate-themed play equipment and its rubberized play surfacing that provides for universal accessibility. Due to its heavy usage, the surfacing has deteriorated beyond repair and now requires complete replacement. The Villa Parke playground provides recreational opportunities for the recreation center’s Head Start Program as well as the surrounding community. Like Reese’s Retreat, the rubberized play surfacing is beyond its useful life and requires replacement. The scope of work for this contract provides for the removal and proper disposal of the existing surfacing, and its complete replacement, at both sites. 
  • Reject the single bid received on August 25, 2022 in response to the project plans and specifications for South Lake Avenue Pedestrian Access Improvements to Gold Line Station Project. One bid was received on August 25, 2022. Upon detailed review of the bid proposal, it was determined that certain unit bid prices significantly exceeded the Engineer’s estimate, with the total bid amount exceeding the Engineer’s Estimate by 40% and the project’s available budget by 25%. Although the Engineer’s Estimate was derived from unit costs for materials as experienced on other similar projects last year, material costs have continued to escalate significantly since that time. In addition, due to the general increase in construction activity in the region, contractors are busy and not as readily available to bid new jobs. Therefore, staff is recommending that City Council reject this bid. 
  • A $3.1 million with South Bay Workforce Development Board on the behalf of the City of Inglewood to extend the term for a period of one year to June 30. Under the Workforce Innovation and Opportunity Act (WIOA), Section 122 requires states to establish and maintain a list of training providers who are eligible to receive WIOA funds for training service. Under the federal WIOA, most vocational classroom training must be provided through vouchers known as Individual Training Account (ITAs). An America’s Job Center of California (AJCC) may issue an Individual Training Account (ITA) to a participant that is eligible under WIOA Title I, subtitle B (out of school youth age 16-24, adult or dislocated worker) to fund training services.
  • A fiber lease agreement with Level 3 Communications, LLC for use of City fiber, resulting in up to $100,440 in revenue to the City over the five-year term of the agreement, which includes two optional one-year extensions. Originally installed in the late 1990s and expanded over the past several years, the City’s fiber optic network supports the City’s voice and data networks and utility operations. The City also leverages excess capacity within the network to lease fiber and provide fiber-based services to a variety of customers, generating revenue in the process. City fiber customers include telecommunications carriers, major institutions such as the Art Center, California Institute of Technology and the Jet Propulsion Laboratory, and other local businesses. In November 2021, Level 3 Communications, LLC (Level 3), an existing City fiber lease customer, notified the City of its interest in leasing fiber to Education First Academy’s Campus at 1539 East Howard Street in northeast Pasadena.
  • A purchase order contract award to United Site Services of California Inc. for temporary fence rental. The Parks, Recreation, and Community Services Department (PRCS) uses temporary fencing for various tasks such as: securing park areas during New Year’s events; cordoning off sites impacted by natural disasters such as windstorms; and securing athletic fields when performing turf renovations while the turf establishes. 
  • A license agreement with AEG for a Soccer Match to be held in February. The Rose Bowl has had a tremendous history of hosting soccer at our venue, including the finals of both the men’s and women’s World Cups as well as the Finals of the Olympics in 1984, and COPA America in June of 2016. Our historic landmark has also hosted national teams of United States, Brazil, and Mexico. In addition, the stadium hosted the Los Angeles Galaxy as a tenant from 1996-2002. In recent years, the Rose Bowl has hosted European club teams, specifically Barcelona, Real Madrid, Chelsea, Inter Milan, and Manchester United. The RBOC has the opportunity to host a soccer match with AEG in February 2023. AEG, who owns the LA Galaxy who used to play at the Rose Bowl, is the RBOC’s soccer partner on all matches at the stadium. The attendance for the event is expected to be approximately 50,000-80,000.
