City Issues Order Allowing All Pasadena Retail Businesses to Open for Curbside Operations

Health department provides long list of guidelines

[Updated] The city’s health director announced new guidelines on Thursday allowing hundreds of Pasadena businesses to reopen.

“As of May 13, 2020, in accordance with the CA State Health Officer Order and the Pasadena Health Officer Order, non-essential retail may reopen only for curbside pick-up, or pick-up or delivery outside the store or facility,” according to the city health department.

The city has 351 retail outlets.

In order to do business, retail operators must explain the process to customers in advance, close the store to outside customers, limiting staff and schedule strategically, close the store to customer access, limit staffing and schedule strategically, schedule time for handwashing, ensure the building’s water system, enforce social distancing, require face coverings, disinfect surfaces, require sick employees to stay home and protect vulnerable.

Gov. Gavin Newsom cleared the way for retail businesses to operate last week, but didn’t make his order entirely clear.

As a result, the city allowed 50 retail businesses to operate last Friday.

At Monday’s City Council meeting City Manager Steve Mermell told the council on Monday, that when Newsom announced that bookstores, clothing stores, music stores, sporting goods shops and jewelry stores could begin operating provided they followed social distancing guidelines and sold their products via curbside business, he meant “such as.”

Newsom was saying all retail business could operate provided they do not let people in their stores and can conduct safe curbside business “such as” bookstores, clothing stores, music stores, sporting goods shops and jewelry stores.

On Monday, Mermell asked the Council if they wanted to allow all retail to do business under the proper guidelines preventing the spread of the Coronavirus.
