City Council to Hear Report on Proposed Mixed-Use Development on Current Site of a 99 Cents Only Store

The Pasadena City Council is scheduled to receive a report Monday on a proposed project to build a 227 new housing units and 4,500 square feet of commercial space on a Los Robles Avenue site currently occupied by a 99 Cents Only Store and a dental office.

The item will be presented for informationonly and no Council action is expected.

The plan for the four- to five-story-tall, 256,000-square-foot building at 452 N. Los Robles Ave. comes from Summerhill Apartment Community Investments, LLC, according to a report prepared by city staff.

The site is zoned CL (Limited Commercial), and is currently developed with a 99 Cent Store retail building, a dental office, and a surface parking lot, all of which would be demolished to accommodate the project,” according to the staff report. “To facilitate the development project, the applicant is proposing to rezone the project site to a Planned Development (PD) zoning district.”

The council has discretion with respect to rezoning project sites.

The proposal includes 227 multi-family rental units, but no on-site affordable housing, the staff report found. It would include 365 parking spaces, including two underground parking levels.

“The 87 dwelling unit per acre base density proposed is consistent with the maximum residential density allowed on the General Plan Land Use Diagram for the project site,” the report added.

No action is expected during the Predevelopment Plan Review during Monday’s City Council meeting, as the report is intended for the purpose of providing information to city leaders.

To proceed, the developer will be required to submit a Planned Development application, which would initiate an environmental review and a public hearing before the city’s Planning Commission, according to staff.

If approved, the developer would then need to submit the project for Concept and Final Design Review by the city, followed by a public hearing before the Design Review Commission.
